Job Summary
The primary responsibility of the this position is to ensure grantees and financed activities comply with IYF Policies, USAID Rules and Regulations and other USAID/West Bank & Gaza Mission Orders including and not limited to Mission Order # 21 for an anticipated USAID-funded program focusing on providing youth leadership and life skills program in the West Bank through Youth Development Resource Centers (YDRCs). This position is responsible for collecting data needed for preparing and submitting sub-award report and VAT reports on time and maintaining all needed documentation on file. This position must assure compliance through the full cycle of procurement for office needs and keep related documentation on file. Hiring for this position is contingent upon IYF securing funding from USAID for this activity and USAID’s approval of the candidate for this position.
RESPONSIBILITIES/SPECIFIC DUTIES
-Collect necessary data, prepare, submit, and follow up vetting requests of IYF grantees with the compliance staff at USAID and make sure that IYF gets the clearance before we sign grant agreements.
-Collect necessary data, prepare, submit, and follow up vetting requests of trainees participating in IYF or its grantees training sessions with the compliance staff at USAID and make sure that IYF gets the clearance in a timely manner.
-Develop and implement internal vetting procedures and protocols, information collection and Anti-Terrorism Certification (ATC) requirements.
-Collect necessary information to do the internal vetting process for consultants, contractors, and vendors (including landlords for housing or office space leases), interns and trainees, all members of potential grantees’ staff, and all members of potential grantees’ boards, and organizations or individuals proposed to receive cash, in-kind or other assistance.
-Maintain records of vetting and compliance requirements for grant and procurement activities including paper and electronic files.
-Manage the office local procurement process, including bid preparation and solicitation, and contract preparation. Make sure that USAID special provisions are included in all contracts.
-Prepare monthly USAID Sub-Award Information Reports for local procurements, consolidate the part that is prepared by Baltimore staff with the part prepared in the field office, have them signed by the Chief of Party and sent to USAID by the required date every month.
-Prepare Quarterly VAT Reports and submit them to USIAD by the 15th of the following month and prepare the Annual Foreign Taxes Reporting and submit to USAID by April 6th of the following year.
-Provide grants support tasks as requested by the Grants Manager and mainly in conducting financial review to IYF grantees books in relation to IYF grants expenditures.
-Provide finance support tasks as requested by the Finance and Administration Manager.
-Perform other administrative tasks as requested.
SUPERVISOR
This position will report directly to the Grants Manager.
REQUIRED EXPERIENCE & QUALIFICATIONS
-University degree and at least 3 years of experience in finance, administration or compliance role with international, non-profit organizations.
-Experience working on a USAID-funded program in the West Bank or in the Middle East area is required.
-Familiarity with USAID Rules and Regulations, specifically procurement, is essential.
-Demonstrated analytical abilities. Accuracy and extreme attention to detail and thoroughness are critical.
-Good time management, organizational, and multi-tasking skills. Ability to meet tight deadlines. Flexibility to work effectively in periods of high pressure is required.
-Strong computer skills using MS Office Suite, particularly Word and Excel.
-Ability to make judgments, assume responsibility for follow through, and learn and work independently as well as in a collegial manner.
-Ability to establish effective working relationships with employees, grantees and stakeholders. Communication must be effective and courteous, requiring high integrity when dealing with restricted and/or highly confidential information. Sensitivity to cross-cultural dynamics in the workplace.
-Excellent oral and written English and Arabic fluency required.
