Compliance Officer -- West Bank & Gaza
SUPERVISOR
This position will report directly to the Finance and Administration Manager based in West Bank.
JOB SUMMARY
The primary responsibility of the this position will be the successful compliance of grants and procurement activities that support program implementation, strategies and goals of the overall Youth Entrepreneurship Development (YED) program in the West Bank and Gaza. This position must assure the solicitation phase of grants and procurement processes are in compliance with IYF policies, USAID rules and regulations, and other USAID/West Bank & Gaza Mission Orders.
JOB RESPONSIBILITIES/SPECIFIC DUTIES
-Ensures successful compliance of all IYF grants and procurement activities in the West Bank and Gaza.
-Ensures grant and procurement activities comply with IYF Policies, USAID Rules and Regulations and other USAID/West Bank & Gaza Mission Orders.
-Assists with the development and implementation of internal vetting procedures and protocols, information collection and Anti-Terrorism Certification (ATC) requirements.
-Collects necessary information to support the vetting process for beneficiaries, consultants and contractors, vendors (including landlords for housing or office space leases), interns and trainees, all members of potential grantees’ staff, and all members of potential grantees’ boards, and organizations or individuals proposed to receive cash, in-kind or other assistance.
-Submits necessary information to USAID and follows up with the compliance staff at USAID to ensure screening is completed in a timely manner.
-Coordinates and provides support to the West Bank office and grantees to assure compliance with procurement rules.
Maintains records of vetting for grant and procurement activities including paper and electronic files.
-Provides finance support tasks as requested by the Finance and Administration Manager, including but not limited to, maintaining VAT records and compliance requirements, preparing accounting vouchers and assisting with payment processing.
-Performs other administrative tasks as requested.
REQUIRED EXPERIENCE & QUALIFICATIONS
-University degree and at least 3 years of experience in finance, administration or compliance role with international, non-profit organizations. Experience on a USAID-funded program in the West Bank or in the Middle East area would be an advantage.
-Familiarity with USAID Rules and Regulations, specifically procurement, is helpful.
-Demonstrated analytical abilities. Accuracy and extreme attention to detail and thoroughness are critical.
-Good time management, organizational, and multi-tasking skills. Ability to meet tight deadlines. Flexibility to work effectively in periods of high pressure is required.
-Strong computer skills using MS Office Suite, particularly Word and Excel.
-Ability to make judgments, assume responsibility for follow through, and learn and work independently as well as in a collegial manner.
-Ability to establish effective working relationships with employees, grantees and stakeholders. Communication must be effective and courteous, requiring high integrity when dealing with restricted and/or highly confidential information. Sensitivity to cross-cultural dynamics in the workplace.
-Excellent oral and written English and Arabic fluency required. Proficiency in local/other language a plus.
