Compliance Specialist/Officer

Job Description

Chemonics International seeks a Compliance Specialist/Officer for a newly awarded, USAID-funded project promoting economic growth in the West Bank and Gaza through expanded economic development, trade, commerce, and applied research. The five-year project has four main objectives: (1) Facilitate Cooperative Exchange and Knowledge Sharing, (2) Foster New Markets, (3) Strengthen Palestinian Enterprises, (4) Promote Investment and Access to Finance.

The Compliance Specialist/Officer is a mid-level position and will be responsible for ensuring compliance with USAID rules, regulations, and procedures for the project, with focus on USAID Mission Order 21 and vetting procedures. 

Specific responsibilities may include but are not limited to:

  • Ensure compliance with relevant USAID, Chemonics, and local regulations and policies, including Mission Order 21.
  • Work closely with the Grants and Organizational Capacity Building Team Leader to determine the steps needed to comply with
  • Review draft and final contracting mechanisms such as grant, subcontract, and consultant agreements to ensure they are in compliant with Mission Order 21 requirements.
  • Prepare and submit the monthly subaward report.
  • Provide quality assurance reviews on all subaward-related requests to streamline practices and workflow.
  • Support the Director of Compliance, Finance, and Operations, to keep all documents and files prepared for the compliance review and audit.
  • Prepare the vetting requests and ensure are submitted to the Program Support Unit, Vetting Department
  • Maintain the subaward and vetting files and documentation including vetting tracker.
  • Additional tasks as assigned by the supervisor.

Job Requirements

Basic qualifications include:

  • Bachelor’s Degree business, finance, or a related field.
  • Five years’ experience working on donor-funded development programs, with three years’ experience working in a compliance related field, specifically with Mission order 21, (compliance management, grants/contracts management, audit compliance, or related field) on development.
  • Previous experience conducting similar assignments.
  • Demonstrated ability to communicate clearly, concisely, and persuasively both orally and in writing, and deliver presentations, training, and facilitate meetings effectively.
  • Flexibility, good judgment, and ability to work under pressure.
  • Strong analytical skills and demonstrated ability to solve complex problems.
  • Fluency in oral and written English and Arabic is required.
