OVERVIEW OF THE FUNCTIONS OF THE POST
In May 2012, UNESCO and the Government of Sweden signed an agreement to implement the programme titled: “Local Development through the Rehabilitation and Revitalization of Historic Environment in Palestine”. The programme aims at improving the quality of living conditions of marginalized communities through the rehabilitation, revitalization and management of cultural heritage sites and historic urban centres in Palestine. Within the activities of the programme, UNESCO, in close cooperation with the Ministry of Tourism and Antiquities (MOTA), seeks to develop a Conservation and Management Plan for the town of Sebastiya, as a site listed on the Palestinian Tentative List for natural and cultural heritage sites of Potential Outstanding Universal Value. Pursuing an integrated approach, UNESCO is establishing a team that will be working closely with the Ministry of Local Government (MOLG), the Municipality of Sebastiya and the local community to prepare and develop a Conservation and Management Plan in line with international standards.
JOB SUMMARY AND REQUIRED QUALIFICATIONS
JOB SUMMARY
Under the overall supervision of the Officer-in-Charge, the Head of the Culture unit and the direct supervision of the programme coordinator, the consultant will closely work with the UNESCO team and the leading cultural heritage management expert to develop a Conservation and Management Plan for the site of Sabastiya. More specifically, the following duties will be assumed:
- Contribute to the development of a comprehensive documentation of the site through collection of different forms of data including (maps, aerial photos, plans, texts, bibliography and any available inventories and sources).
- Participate in the required field surveys to update and upgrade existing data and to collect new data including data entry and analysis concerning historic buildings, cultural landscape and archaeology.
- Produce geo-referenced thematic maps and other visualizations of the site as requested by the supervisors using GIS mapping.
- Contribute to the establishment of a comprehensive database to be utilized as a tool to manage the urban and cultural heritage in Sabastiya.
- Support in drafting certain parts of the conservation and management plan as requested by the supervisors.
- Assist in organizing consultation meetings and activities with the local community and line ministries.
Any other tasks related to the project as per the technical guidance of the cultural heritage expert and the UNESCO team.

Job Requirements
REQUIRED QALIFICATIONS
- University degree in architecture, urban planning, archaeology, cultural landscape or any other related field. Advanced university degree in urban conservation planning is an asset.
- Minimum of two years of professional experience in cultural heritage safeguarding projects, preferably with knowledge in architectural heritage, cultural landscape and archaeology. Experience in UNESCO-led projects is an asset.
- Proven capacity in the field of surveying and data collection, in at least one of the following domains: archaeology, cultural landscape and historic buildings and towns.
- Proven ability to work with geo-referenced mapping including in Geographic Information Systems (GIS). Strong knowledge in AutoCAD, Illustrator, InDesign and other software programs is an asset.
- Knowledge of the Palestinian context, in particular cultural heritage related issues.
- Proven ability to work in a team, particularly in a multi-cultural and multi-stakeholder setting, from national government to grass-root levels.
- Attentive to details and ability to focus on results for the beneficiaries.
- Actively works towards continuing personal learning and development.
- Both English and Arabic languages are strongly desirable.
