About the job
Kvinna till Kvinna is currently looking for a Consortium Coordinator based in MENA Region to join them in the work towards a world in which women have influence over decision-making and participate fully and effectively in the development of society.
Organisational Affiliation
The Consortium Coordinator is part of the Regional MENA team.
When it comes to the consortium program Alliance FEM PAWER, the Consortium Coordinator will coordinate and run the program on a day-to-day basis. She will verify that the program produces the required deliverables of quality, within the specified constraints of time and cost and to achieve the potential results defined in the grant contract. She has overall responsibility for coordination of the program implementation and will oversee and monitor all related activities together with offices in the region.
She will be the main point of contact for the Consortium parties and all the other stakeholders including our strategic partner the Dutch Minister for Foreign Trade and Development Cooperation. She will represent the consortium at the international, regional and national levels.
She also ensures the consortium organisational structure is in place as defined by the Statutes.
Job description
Kvinna till Kvinna is about to implement the Programme MENA Feminist Power in Action for Women’s Economic Rights (Fem PAWER) that will strengthen young women who face multiple discrimination of economic gender-based violence (E/GBV) in the MENA specific countries to be the leader for change by holding duty bearers accountable and improve conditions for young women in the informal sector.
This program is part is part of a strategic partnership between Kvinna till Kvinna as lead applicant of a Consortium and the Dutch Minister for Foreign Trade and Development
Cooperation (Social Development Department, Taskforce Women’s Rights and Gender Equality).
The Consortium consists of four Women Rights Organisations (WRO): Arab Women Organisation (AWO) Collective for Research and Training on Development (CRTDA), Kvinna till Kvinna Foundation (KTK), Palestinian Working Women Society for Development (PWWSD).
Main tasks & responsibilities:
Strategic Program Management:
- Ensure that the project is fully implemented according to the approved proposal and in accordance with MinBuzza rules and regulations.
- Ensure the diversity and inclusion of the implementing partners at country level and across the region together with the country offices, following the approved proposal. Ensure transparent process of selection and grants award to implementing partners. Is responsible for the partnership’s management. Develop the capacity of the implementing partners when needed and as identified with the country offices
- Coordinate operational and financial planning as well as identifying and suggest human resources and logistics for the programme
- Ensure systems are in place to promote financial management including effective and transparent use of financial resources, timely and informative reporting in line with donor and K till Kvinnas policies and procedures, audit compliance and good stewardship.
- Ensure timely quality reporting, quarterly, annual, and final reporting. Monitor budget and schedules on a quarterly basis (quarterly budget monitoring report including forecast), raise early warning flags as necessary, as well as needed actions.
- Monitor program activities and results achievement status, measured against the feminist approved results framework, work plan and budget forecast, collecting and consolidating progress, intermediate and final reports, disseminate these to consortium partners and to assist in the submission of intermediate and final reports (narrative) to the donor (see reporting workflow).
- Reviews and validate all documents to be released by the Consortium parties.
- Coordinate advocacy, communication, and visibility activities of the consortium programme.
- Lead and develop a joint advocacy plan and strategy that is grounded in grassroots-based organising, mobilisation and alliance building, advise and support on the implementation of the joint advocacy plan
Reporting, Communication and Representation:
- Represent equally all consortium partners.
- Represent equally all consortium partners.
- Build relationships and cooperate with Dutch embassies in implementing countries, like-minded organisations, INGOs, local authorities and private sector.
Consortium Management
- Manage, coordinate, and support the consortium (General Assembly, Steering Committee and Technical Think Tanks) to ensure that the team fulfils its responsibilities, especially the Steering Committee that is an operational body. Facilitate consortium management meetings and enable effective learning and sharing culture.
- Chair the Steering Committee of the Consortium and act accordingly.
Management of Risks
- Be responsible, together with the finance and grant management team, for overall financial oversight of the consortium budget and expenditure.
- Regularly review and update risk register: ensure appropriate mechanisms in place to reduce the risks. Close monitoring of the local context developments.
- Troubleshoot any challenges with program implementation in consultation with the implementing partners and bring this to attention of the Consortium.
Additional Responsibilities
- Ensure compliance with security procedures and policies as set by Kvinna till Kvinna. Proactively ensure that partners operate in a secure environment and are aware of policies.
- Oversee the tender processes for Consultants and Contractors to carry out the work.

About you
We are looking for someone who is self-motivated, decisive, with the ability to adapt to change and competing demands. You support a diverse and inclusive work environment.
You need to at least have
- Degree in appropriate field of study or equivalent work experience.
- Excellent knowledge and experience in Project cycle management including PMEL, reporting and finance management (budgeting, accountancy, control, monitoring and reporting).
- 7+ years of proven experience of managing projects or programs (preferably in women’s rights); Experience in successfully implementing projects and programs on-time, on-schedule and within budget frame. Consortium coordination considered as an asset.
- Strong knowledge of women’s human rights, economic rights and feminist movement building demonstrated through a minimum of 5 years of relevant work experience
- Successful track record in lobbying and engaging the UN, EU and or other international bodies; capacity development experience is also an asset.
- Excellent leadership, communication (written, verbal and presentation) and interpersonal skills.
- Proven ability to work creatively and analytically in a problem-solving environment demonstrating teamwork, innovation and excellence.
- Planning, Reporting and Writing skills
- Fluency in written and spoken English and Arabic.
- Coordination skills
Merits
- Willingness and capacity (visa, permits, etc.) to travel frequently across the region in Lebanon, Jordan, OPT (Jerusalem, West Bank and Gaza) and Tunisia as well in Cyprus and internationally.

Terms & conditions and what we offer
Duty station: Several locations possible: Amman, Jerusalem, Tunis, or Beirut, with regular travel across Jordan, Lebanon, Tunisia, West Bank and Gaza. This is a national position
Type of contract: Fixed term with a 6 months trial period (2 years renewable based on performance)
