MAIN OBJECTIVE

The MHPSS ER Consortium Programme Manager collaborates with the teams of MdM France (MdM-FR), MdM Spain (MdM-ES) and MdM Switzerland (MdM-CH) who form the Consortium implementing the MHPSS ER programme.

TASKS AND RESPONSIBILITIES

Under the supervision of the WB Project Coordinator, and in coordination with the teams of the 3 MdM Chapters involved in the implementation of the MHPSS ER programme in the West Bank, the MHPSS ER Consortium Programme Manager oversees the management of the MHPSS ER programme to ensure its quality implementation, in line with MdM’s strategy. This includes managing the MdM Consortium with all 3 chapters, defining programming objectives based on identified and evolving needs factoring contextual developments ensuring the project is relevant and timely. 

  1. Essential Responsibilities and Duties:

Ensure the development and the quality implementation of the MHPSS ER programme implemented by MdM in the WB:

  • Ensure effective collaboration of the 3 MdM Chapters involved in the implementation of the MHPSS ER in the WB.
  • Coordinate the development of the MHPSS ER: strategic planning and drafting programme proposals/modifications.
  • Ensure the quality implementation of the MHPSS ER through coordinating the development/review of programme documents in collaboration with the technical, MEAL and operational focal points of the 3 Chapters, and ensuring adequate monitoring of the programme to ensure achieving the programme targets in line with delivery of quality services.
  • Coordinate the reporting process and support the communication activities of MdM pertaining to the MHPSS ER
  • Manage MdM Partnership: grants management and development/review of the Consortium Partnership Agreement.
  • In coordination with the senior management teams of the 3 MdM Chapters involved in the implementation of the MHPSS ER programme in the WB, represent the MdM Consortium during meetings with donors and/or partners.
  1. Management of the Consortium Management Unit:
  • Manage the Consortium Management Unit composed of the Communication Officer and Consortium MEAL Officer, including recruitment, capacity building, trainings, appraisals, development of work plans and overall management.
  • Determine and develop key communication material in collaboration with MdM Communication Department in the Headquarters and Communication Officer.
  • Foster a collaborative and enriching working environment between the 3 Chapters.
  • In collaboration with HQ’s Communication Department and MdM MEAL Coordinator, identify training needs and support setting up training or coaching programmes for the Communication Officer and Consortium MEAL Officer. 
  1. Strategic Planning and Programme Development:
  • Contributes to the development of the MHPSS ER strategy to adjust MdM response and resources to identified needs.
  • Reflecting any changes made in the MHPSS ER strategy, ensure that the MHPSS ER SoPs are updated accordingly.
  • Map any relevant partners for the MHPSS ER team, including local and international partners working in the WB.
  • Working with the 3 Chapters’ technical focal points, contributes to planning and implementing MHPSS assessments.
  • Coordinate the drafting of programme proposals and/or modifications pertaining to the MHPSS ER programme. 
  1. Management of the MdM Consortium implementing the MHPSS ER:
  • Lead the drafting, and if applicable review of the Consortium Partnership Agreement (PA) signed by the 3 Chapters.
  • In line with the governance structure of the MdM Consortium defined by the 3 Chapters, organize regular coordination meetings with the teams of the Chapters involved in the implementation of the MHPSS ER programme.
  • Ensure harmonization and use of the technical, monitoring and reporting tools and processes defined by the 3 Chapters to allow the implementation of the MHPSS ER programme, in compliance with the MdM’s MHPSS ER SoPs.
  • Facilitate information sharing within the Consortium, between the MdM Chapters and the consortium focal points through attending the regular coordination meetings, sharing MoM, redirecting information and ensuring that all key programme documents are archived on the Share Point used for the monitoring of the MHPSS ER programme.
  1. Quality implementation of the MHPSS ER programme:
  • Organize and facilitate programme kick-off and close-out meetings, as well as regular programme review workshops.
  • Working with the technical, MEAL and operational focal points of the 3 Chapters, coordinate the development/review of programme documents, including SoPs and programme management and MEAL documents.
  • Collaborate with the 3 Chapters’ teams, ensure quality planning, implementation, monitoring, and evaluation of the activities in line with the MHPSS ER SoPs, the proposal, MEAL plan, work plan, budget monitoring, and the grants agreement.
  • Working with the 3 Chapters’ MEAL focal points and with the Consortium MEAL Officer, ensure regular quality data collection, assessment and analysis is reflected in the updated Monitool, to allow effective programme monitoring and results reflection.
  • Working with the MEAL focal points of the 3 Chapters and with the Consortium MEAL Officer, ensure institutional learning through identifying and taking measures are put into practice such as lessons learnt, best practices with an objective of enhancing programme quality, as well as through compiling tools and guidelines produced for the MHPSS ER programme.
  • Conduct inter chapter engagement with office and field visits to the 3 MdM Chapters involved in the implementation of the MHPSS ER.
  • Support the 3 Chapter’s teams regarding coordination with external partners, clusters, and donors. 
  1. External and Internal Reporting:
  • Set-up the reporting system of the MdM Consortium: informing the 3 Chapters of the reporting requirements and the reporting schedule, creating reporting processes and tools and planning and coordinating the reporting process.
  • Building on inputs from the teams involved in the implementation of the MHPSS ER programme from the 3 Chapters, draft and disseminate the Consortium Monthly Sit Rep reflecting context developments, progress made against the targets, programme and coordination updates, feedback on the MHPSS ER and challenges faced, and solutions found.
  • Building on inputs from the teams involved in the implementation of the MHPSS ER programme from the 3 Chapters, draft intervention reports on key MHPSS ER interventions implemented by MdM to be shared with Clusters/MHPSS technical working groups, any relevant partners and if applicable with the donors of the MHPSS ER programme.
  • Contribute to the drafting of the mission monthly Sit Rep, providing inputs on the implementation of the MHPSS ER.
  • Coordinate the drafting of reports on the MHPSS ER programme for donors in compliance with donors’ requirements.
  • Working with the Chapters’ MEAL focal points and Consortium MEAL Officer contribute to reporting to the Protection and Health Clusters and to reporting to the MHPSS Technical Working Groups, at national and governorate levels.
  1. Communication on the MHPSS ER:
  • Working with the Communication Officer and in coordination with the Senior Management Teams (SMT) of the 3 Chapters, in the development of communication and visibility material on the MHPSS ER programme in line with the programme communication strategy and plan. This might include supporting data and information gathering for communication purposes, contributing to the production and the dissemination of communication products and/or participating in communication related events.
  • In coordination with the SMT of the 3 Chapters and MdM Advocacy Coordinator, contribute to the implementation of the advocacy initiatives pertaining to the MHPSS ER programme taken by MdM in the WB.
  • Work closely with media outlets who express interest in MHPSS ER programme objectives and outcomes
  1. External Representation:
  • Jointly with the SMT of the 3 Chapters representing the MdM Consortium in meetings with donors, clusters, actors and partners, this will include the inclusion of field visits and meetings presenting the programme.

REQUIRED SKILLS AND COMPETENCES

Education:

  • Mandatory: Master’s degree in social sciences, international development, or a related field. 

Experience:

  • Mandatory: At least 3 years of experience in managing humanitarian programmes implemented in Consortium with NGOs.
  • Mandatory: Experience in analyzing quantitative and qualitative data.
  • Mandatory: Experience in working with an international humanitarian organization and knowledge of reporting procedures, best practices, guidelines and tools for quality programme implementation.
  • Mandatory: Experience working in a programme management role on humanitarian emergency programmes; Health programming is an advantage.
  • Desirable: Knowledge of DG ECHO’s grants management, programme implementation and MEAL guidelines.
  • Desirable: Knowledge of the Middle East context and relevant local actors.

 Languages:

  • Mandatory: Excellent written, verbal and oral Arabic and English communication skills.
  • Desirable: Knowledge of French

Computer Skills:

  • Mandatory: Relevant computer software skills

Soft Skills:

  • Experience working in insecure environments.
  • Ability and willingness to travel in the Middle East, work in complex humanitarian context.
  • Proven ability in working with autonomy and independence.
