Qatar Red Crescent Society (QRCS) is an International Humanitarian Organization and a member of the Red Cross and Red Crescent Movement. QRCS in cooperation with Palestine Red Crescent Society (PRCS) has initiated its Programs/projects implementation to address emergency and humanitarian needs in Jerusalem, West Bank and Gaza Strip, QRCS invites candidates to apply for the following position:
 
Construction & Infrastructure Projects Officer
 
Construction & Infrastructure Projects Officer will be responsible for providing technical services and ensuring necessary monitoring and reporting and adherence to sound engineering standards and compliance with environmental practices per QRCS policies and regulations. 
 
 
Location: Gaza Strip
 
Specific Responsibilities:

-Responsible for identifying, reviewing and preparing high-quality and high-impact infrastructure project proposals.
-Review, comment, and help strengthen all grant applications involving an infrastructure component and requiring engineering elements.
-Liaise with technical teams of local partners regarding technical aspects of interventions and issuing of required permits.
-Manage, supervise, coordinate, monitor and facilitate all engineering related grant implementation and ensuring adherence to appropriate standards.
-Ensure strict compliance with QRCS and Donors’ engineering standards and regulations.
-Prepare Terms of Reference and ensure transparent selection for consultants, follow consultants’ performance and compliance.
-Review, improve and develop Tender Documents including: BOQ & cost estimation, Technical Specifications and Drawings.
-Assist in selection of appropriate suppliers, contractors and service providers for engineering projects.
-Ensure technical deliverables of suppliers, contractors and consultants, prior submission to finance department.
-Verify technical quality and cost effectiveness of works undertaken.
-Regularly conduct field visits for project sites to ensure implementation proceeds as planned, provide technical assistance on the implementation as needed, and organize visits for donors.
-Alert and advice Gaza Office Director on unexpected issues which emerge that might positively or negatively impact project implementation.
-Assist in developing forms and tools requested to improve the work process.
-Provide updates for QRCS staff on projects’ status and ensures proper information entry through monthly progress reporting.
-Build capacity of QRCS field staff and local partners, as appropriate, in engineering project’s evaluation, monitoring and best practices.
-Represent QRCS in appropriate meetings and for a pertaining to appropriate standards.
 
 
Skills & Minimum Qualifications:
-Bachelor’s degree in Civil Engineering, with strong post qualification experience (minimum 10 years).
-Strong reporting and representation skills.
-Strong communication skills, with excellent written and spoken English.
-Confident and proficient in the use of MS Office and AutoCAD.
-Experience of a flexible approach to managing and prioritising a high workload and multiple tasks in a fast paced environment with tight deadlines.
-Demonstrated experience of team leadership and staff management.
-Experience of proactively identifying and addressing issues.
-An understanding of and commitment to QRCS’s mission and values.
