Advocacy Strategy and Facilitation
Background
The Emergency Water Sanitation and Hygiene (EWASH) group, established in 2002, brings together 30 leading humanitarian and development organizations working in the water and sanitation sector in the Occupied Palestinian Territories (oPt), including local and international NGOs and UN agencies. As the overall situation in the WASH sector continues to deteriorate, with Palestinians systematically denied access to their fair and equitable share of water resources and adequate sanitation, the need was felt for a collective approach to sector advocacy in view of achieving long-term solutions to what is in its core a political problem. The Advocacy Task Force (ATF) was formed in 2009 to coordinate messaging among EWASH members and conduct strategic advocacy at the local, national and international levels.
Internal evaluation of the ATF revealed several achievements and some gaps. To address these gaps and build on the previous achievements, EWASH intends to hire a consultant to provide support in the preparation and facilitation of an advocacy strategy development retreat for its members in the first week of March 2013. The session aims also to make an appraisal of EWASH’s mission and vision to respond to recent developments on the ground and to review internal processes relevant to advocacy.
Purpose
The objective of this consultancy is the development of a comprehensive advocacy strategy for the EWASH coalition with clearly defined objectives, roles and plan of activities that will guide the work of the ATF in the long-term.
Description of tasks
The consultant is expected to:
-Prepare an action plan for the consultancy along with a timeline in consultation with the Advocacy Task Force.
-Review EWASH’s mission and vision, and current Thirsting for Justice Campaign strategy document; define gaps, weaknesses and strengths and provide recommendations.
-Review literature at the global levels on successful advocacy campaigns.
-Prepare an agenda for and facilitate a 2.5-day retreat, including a team building session.
-Design tools to be used during the retreat and prepare relevant documentation
-Consolidate workshop outcomes into a draft advocacy strategy which should be aligned with EWASH strategic objectives.
-Finalize the strategy document based on comments and review made by EWASH members.
Expected output
1) Preparation and facilitation of a strategy retreat; 2) an agreed upon strategy document with action plan for EWASH ATF; 3) reviewed internal processes relevant to advocacy
Time Frame and duty station
The consultancy will be carried mainly between 15 February 2013 and 20 March 2013, with needed travel to the OPT for the retreat (4, 5 and 6 March 2013) and additional period as necessary to deliver the consultancy outputs in prior agreement with EWASH.
Qualifications
EWASH is looking for a national or international consultant with the following qualifications:
-Substantial experience in the design and development of advocacy and campaigning strategies.
-Proven professional experience in institutional / capacity building
-Experience in conducting and leading advocacy evaluations
-Very good knowledge of the context in the oPt and Israel
-Excellent facilitation skills
-Fluency in English (oral and written)
