Guideline on Programme Baselines

The purpose of this consultancy is to develop a program baseline study to improve the documentation of the programme outcomes and impact, and to support programme and project implementation and monitoring. This will be done through measurements of key conditions and the establishment of success criteria for the indicators before a project begins, from which change and progress can be assessed.
