Context
Médecins du Monde (MDM) France is an international medical organization, which has been present in the occupied Palestinian territory since 1995. It operates in the Gaza Strip and the West Bank through offices located in Jerusalem, Gaza and Nablus.
Project background:
MDM is having a partnership with Culture and Free Thoughts Association (called after CFTA) aiming to reinforce the capacity of the psychologists and social workers working in Community Centers. This training will specifically focus on reinforcing the skills of the psychologists (maximum 12 persons)
Objective of Consultancy
The main objective of this consultancy is to provide training to MDM partner`s MHPSS Staff (Social Workers) on Emergency Planning and Intervention, which will mainly focus on improving the skills of the participants to plan, respond, organize Emergency Response (large scale and small scale emergencies).
By the end of this training, trainees will be expected to:
-Meet and understand the different Emergency interventions, definitions, models and implementations.
-For the Social Workers (with the assistance of other staff) in case of War or large scale emergencies to take the lead in planning for adequate response towards possible escalating Humanitarian needs in each center (plan, organize the provision of different urgent services like: Safety, Accommodation or shelter, food and clean water, organization of volunteer groups, provision of PFA to affected and need populations..etc.)
-For training participants to be introduced to different local structures and clusters who are actively involved in emergency response.
-By the last day of the training to be able to simulate an emergency situation and prepare an intervention plan taking into consideration all the above elements, taking into consideration the needs of the geographical area of each center and target groups.
The methodology to be used during the training should be participative and interactive with key theoretical input. The consultant is expected to work in close collaboration with the Mental Health Officer/Mental Health Coordinator (clinical psychologists). He / She is expected to facilitate the sessions in Arabic. However, all the material provided (final agenda, presentations, pre and posttest, final report) should be available in English as well.
Tasks
-To meet and stay in touch with MdM Mental Health Supervisor in Gaza and Mental Health Coordinator (Jerusalem Based) to clarify the objectives of the training and to get information about MdM GAZA MHPSS strategy and program.
-To meet the MdM Partner MHPSS Staff to discuss needs and expectations (pre-training needs assessment).
-To analyze the information collected during the pre-training needs assessment meeting and send to the MH Supervisor a summary of the key points (max. 2 pages including specific needs and expectations) – no later than 2 days after the meeting.
-To build the training program according to the information collected during the needs assessments and to link it with the actual practices inside the CFTA Community Centers.
-To prepare an initial draft Agenda for 3 full days (6 hours per day) of training.
-To develop the training kit which should include: Final draft agenda, theoretical presentations, methods used during the training, and evaluation tools (pre and post testing questionnaires)- The final Training Kit should be in English.
-To share the final agenda, the planned activities, the theoretical presentations and the evaluation tools (PRE & POST-TEST) in advance, according to the schedule, with the MH coordinator/MH Officer (minimum 3 days before starting the facilitation of the training).
-To conduct training/facilitate the sessions (3 days) for maximum 15 persons
-To provide stationery to the trainees.
-MAXIMUM 10 days (including 1 weekend) after the training: to provide a final report IN ENGLISH (between 5 and 10 pages) including:
a.Outcomes of Pre and post testing including comments
b.Acquired skills and skills to be improved
c.Recommendations for further training sessions
d.Annexes: final agenda, methodology and presentation handouts.
Management:
Within the framework of the service provision, the consultant will be asked to collaborate with MDM F Mental Health Supervisor (Gaza) and Mental Health Coordinator (Jerusalem based) who will be the focal contact persons for this services support and follow up.
Profile
MDM is looking for qualified service providers (individuals and/or organizations) with the following characteristics:
-An advanced degree in Crisis Management, Social Science or other related field.
-Proven experience in managing Emergency Response interventions.
-Training of trainers’ expertise, especially in the management of Humanitarian Crisis and Coordination of Emergency Response, Networking, Coordination and Referral.
-Valuable experience in training and supervising humanitarian workers
-Demonstrate experience in designing training agenda, manage group dynamics and enable groups to learn together based on their field experiences.
-Strong communication and facilitation skills
-Excellent writing + speaking skills Arabic and English
-Knowledge of context and cultural aspects
Work schedule
Date of announcement: 9th of November 2016
Deadline for applications: 14th of November 2016
Interviews and Selection: 21th of November 2016
Contract starting date: 23rd of November 2016
Meeting with CFTA Teams: 24th of November. Needs assessment report (maximum 2 pages) by 28th of November
Delivery of draft training kit for MDM feedback and validation: 6th of December 2016
Delivery of FINAL Training Kit: No later than 13th of December 2016
Conduct training days: 18th, 19th, and 22nd of December 2016 (Total 3 full days)
Delivery of final report: no later than 10 days after the last day of the training. (Thursday 29th of December 2016)
This schedule is estimated and can be modified upon approval of MdM Mental Health Team
