Background
Oxfam is working to contribute to economic recovery and empowerment of small scale farmers, in particular women by: a. addressing the weaknesses within the market systems; and b. promoting alternative livelihoods and income generating opportunities in the OPT and to increase participation in user-driven market systems for female and male small and medium-scale producers, processors and entrepreneurs in the Gaza Strip.
Tasks and deliverables:
The technical consultant expected to conduct the following deliverables:
An agreed contingency plan document covering the following areas:
-Detailed work plan (methodology and tools), using available Women’s Economic Empowerment and Gendered Enterprise Markets tools.
-Desk review of secondary data sources, including previously conducted Rapid Care Analysis and Value Chain Analysis reports.
-Presentation - of key findings, gaps and existing best practices within Oxfam and externally - from the desk review to Oxfam staff and partners
-Build the capacity of Oxfam/partner’s project team by engaging project staff in the field research component, in a process of learning by doing. Produce a summary table showing how this was achieved.
-Draft and submit a Gender Analysis report, including but not limited to executive summary, methodology, findings and recommendations.
-Facilitation of a workshop in coordination with Oxfam staff for project partners, end users and other relevant stakeholders. The consultant during the workshop will present findings and recommendations of the strategy and participants will ideally agree on the strategy. This will inform a participatory strategy development process and ensure project implementing partners have ownership over the strategy.
-Participatory gender capacity assessment of Oxfam and partner staff with a corresponding training and capacity building plan (developed in close consultation with partners and staff)
-Produce a Gender strategy including outline implementation plan and capacity building plan based on recommended activities
The technical consultant is expected to deliver the following Tasks:
-To conduct a Gender Analysis which can inform the project’s implementation and approaches and increase women’s benefit from, and access to, the project’s activities and thereafter project’s impact.
-To conduct a participatory gender capacity assessment and corresponding plan to increase skills, knowledge and capacity of Oxfam and Partner staff.
-To provide recommendations for Oxfam’s wider Economic Development work in OPTI, in particular focused on increasing opportunities for women in Gaza to start and develop their own businesses.
Time Frame and location
The consultancy will be 10 working days carried out over the month of May 2016. This consultancy will be based in Gaza; Teams from Gaza or/and West Bank are encouraged to apply.
Qualifications
The ideal consultant will have at least 7-10 years of relevant experience. The consultant should have the following skills and competencies:
-Proven record in the development of robust gender analysis, gender strategies and capacity building systems for economic recovery programs in I/NGOs sector.
-Proven experience in developing and delivering gender capacity building for diversified sectors, preferably in economic recovery and development.
-Good knowledge and extensive practice applying participatory approaches.
-Ability to communicate fluently and write strong reports in English and Arabic.
-The consultant is expected to propose efficient and effective team composition taking into consideration the social, cultural, environmental and political/security issues.
-Ability to work with a diverse team and under pressure to produce agreed deliverables in a timely manner.
-The consultant must be collaborative, willing to share thoughts, ideas, and make constructive criticism.
