Job Description
Palestinian Authority Capacity Enhancement Project Request for Consultancy Services
The Palestinian Authority Capacity Enhancement Project is a four-year. USAID-funded project implemented by Chemonics International Inc. that supports the PA's efforts to enhance service delivery to the public and improve living conditions for the Palestinian people. As part of this effort, the project is working with the General Personnel Council (GPC) to improve civil service procedures.
The project seeks two qualified consultants with relevant and accredited technical expertise to provide technical support and work closely with GPC to review and further develop two significant manuals that will eventually serve and be embraced across the Palestinian government:
1-Training and New Employee Manual. The manual should set clear training systems and procedures that can serve for existing civil servants and for new employees across PA institutions.
2-Incentives Manual. It is expected that the manual should establish incentives standardized systems and procedures that are in conformity with relevant Palestinian laws and can serve nationally.
The exact scope of the two discrete assignments, level of effort needed and the overall content of the manuals will be determined at a later stage through a participatory approach.
