Consultancy to deliver an advocacy training for EWASH in the OPT

 
 
Background
The Emergency Water Sanitation and Hygiene (EWASH) group, established in 2002, brings together 28 leading humanitarian organizations working in the water and sanitation sector in the Occupied Palestinian Territory (OPT), including local and international NGOs and UN agencies. As the overall situation in the WASH sector continues to deteriorate, with Palestinians systematically being denied access to their fair and equitable share of water resources and adequate sanitation, the need was felt for a collective approach to sector advocacy in view of achieving long-term solutions to what is in its core a political problem.
 
The Advocacy Task Force (ATF) was formed in 2009 to coordinate messaging among EWASH members and conduct strategic advocacy and campaigning at the local, national and international levels.
 
Advocacy plays a great role in achieving Palestinian rights to water in OPT. EWASH members are becoming more involved in advocacy in their own capacity and through ATF. In order to make their advocacy stronger and in order to build their capacity to support ATF in various advocacy activities, the EWASH ATF intends to hire a consultant/consultant team to conduct advocacy training for its members in March 2015.
 
Purpose: 
The objective of this training is to build the capacity of EWASH members in the following areas:
 
-How to build a successful campaign: steps of planning advocacy campaign;
-How to develop a Theory of Change;
-Identifying targets - power mapping;
-Identifying advocacy activities;
-Advocacy tools ;
-Developing advocacy messages; How to best get your message across;
-Networking and creating partnerships; third party advocates;
-Disseminating research and information: what is the most effective way?;
-How to research audiences and mobilize communities for action;
-How to link advocacy and policy;
-How to link advocacy and media;
 
 
Description of tasks
 
 The trainers are expected to:
Prepare an agenda for and deliver a 2-day training to around 20 participants in both Gaza and in the West Bank, covering the topics outlined above. The training is expected to be given in English.
Prepare all training material (PowerPoint presentation, handouts etc.) for the participants
 
 
Time Frame and location
 
The training will be conducted in March 2014, with two days of training foreseen in Gaza and two days of training foreseen in the West Bank.
 
Note: The trainers are expected to provide the training in both Gaza and in the West Bank. Therefore they should be able to travel to both areas. 
 
 
Qualifications

EWASH is looking for a national or international consultant/consultant team with the following qualifications:
-At least 10 years of proven professional experience in advocacy;
-Substantial experience in the design and delivery of advocacy training;
-Good knowledge of the context in the OPT and Israel;
-Excellent facilitation skills;
-Fluency in English.
