Terms of reference for consultancy services to the Netherlands Representative Office in the Gaza Strip for the period March 2014 – March 2017
Introduction
The objective of this consultancy service is to provide general assistance and advice to the Netherlands Representative Office (NRO) within the framework of its development programme and its political, economic, cultural and security related interests in Gaza. An overview of the main tasks are described below. Additional tasks be requested if circumstances so require.
Formal relationship
The formal relationship between the consultant and NRO is defined as ‘Advisor to the Netherlands Representative Office.’ The consultant is not an employee of the NRO and will therefore not formally represent NRO or the Netherlands government. He/she shall not be employed in positions or engaged in activities which compromise the independence of his position as NRO advisor.
Main Tasks
-The consultant is the main contact person for the NRO in Gaza. He/she provides general support and advice to NRO staff for the development cooperation programme as laid out in the Multi-Annual Strategic Plan 2014 - 2017. Within this framework he/she will assist in the identification and assessment of potential new activities to be funded by NRO, as well as the monitoring of existing activities. This includes liaising with implementing organisations and relevant counterparts, undertaking field visits to project sites and reporting on implementation of projects and partner organizations.
-Within the framework of visits of NRO staff and official Dutch delegations, the consultant will assist in preparing and organising the programme, advise on the security situation, assist in entry and exit coordination with the relevant authorities and accompany NRO staff and delegations during the visits.
-Upon request or on his/her own initiative the consultant will attend and report on meetings, workshops or conferences on relevant political, developmental or economic subjects for NRO.
-Upon request he/she will provide updates and analyses on the political, economic, humanitarian, human rights and security situation in the Gaza Strip
and provide solid ideas and recommendations to NRO, when appropriate.
-The consultant will pro-actively identify and propose relevant contact persons for NRO staff, specifically with regard to political, economic and development issues.
-Within the framework of NRO’s public diplomacy strategy the consultant will assist in (identifying) activities that serve to promote this objective in the Gaza strip.
-The consultant will assist in the preparation and organisation of the annual King’s Day reception in Gaza.
Qualifications and experience
-University Degree (minimum 4 years full time study)
-Extensive working experience (minimum 8 years)
-Permanent resident of Gaza with a permit to travel to the West Bank
-Extensive network in Gaza
-Excellent drafting skills and fluency in written and spoken English
-Good analytical skills
-Good organizational skills
-Proactive attitude
Contract and remuneration
-Contract duration will be for one year, starting from mid-March 2014, and with a possibility for annual extension until 30 April 2017.
-Should the consultant reside outside the Gaza Strip, the contract will end immediately if.
-The consultant is employed for a minimum of 5 days and a maximum of 10 days per month, based on a 8 hour working day. He/she will report on the tasks performed on a monthly basis. The report will include an overview of the total number of working hours and a brief description of tasks performed in the reported period. The monthly maximum may be increased if the assignments require this and upon prior approval of NRO.
