Job Description

BACKGROUND

Improvement of living and socio-economic conditions of Palestinian refugee camps remains as one of the most serious challenges for both refugees and the Palestinian Authority (PA). As situations in the camps have changed over the years, there is now a substantial gap between services provided by the United Nations Relief and Works Agency (UNRWA) and the demand of the refugees in the camps both in terms of quantity and quality. The developmental needs including rehabilitation of worn-out infrastructure and support to livelihood and employment remain mostly unmet and are left to the limited efforts of Popular Committees (PC) of the camps as well as ad hoc support from international communities. PA also recognizes the issue of refugee camp improvement as one of its priorities in the National Development Plan (2014-2016).

Based on the request from the Department of Refugee Affairs (DoRA) of the Palestinian Liberation Organization to the Government of Japan (GoJ) to provide assistance for the Project with the objective of improving the capacity of DoRA, and the relevant community groups necessary for camp improvement, the “Refugee Camp Improvement Project” (PALCIP) was commenced in January 2017. Three refugee camps were selected as pilot project sites; Aqbat Jabr Refugee Camp (AJ), Old Askar Refugee Camp (OA), and Jalazone Refugee Camp (JZ).

In JZ, the PALCIP in cooperation with the PC established a “Camp Improvement Forum” (CIF), and assigned representatives from identified 8 different socio-economic segments from the camp. A social baseline survey, a series of workshops, and meetings were conducted to identify the development needs of the camp. Based on the identified needs, the CIF and DoRA agreed to implement Infrastructure and Non-Infrastructure pilot projects, and the project on ‘Enhancement of safety and inclusiveness in the camp through promoting community-based initiatives’ was selected to be implemented as Non-Infrastructure pilot project.

OBJECTIVE OF THE WORK

The main objective of this work is to contribute to enhancement of safety and inclusiveness in the JZ camp, by equipping youth with skills to address issues faced by targeted segments including elderly and disabled. Through the Leadership Skills Training provision, the targeted youth are expected to be equipped with skills to implement their community-based actions. Upon the formulation and delivery of the training, planning, development, and implementation of the community-based actions are to be overseen by a consultant, and technical support to be provided to enable the youth to address the issues faced by the above-mentioned camp resident groups. 

SCOPE OF WORK (Annex 1. Non-Infrastructure Pilot Project Outline)

  • Selection of the 20 training participants in coordination with PALCIP, camp improvement forum (CIF) members, and relevant stakeholders in the camp (Set selection criteria and conduct selection)
  • Needs assessment of beneficiaries and relevant stakeholders in the camp to identify contents of the ‘Leadership training on community-based actions’
  • Development of the training syllabus and schedule of the ‘Leadership training on community-based actions’ (*), and preparation of the training materials  (* The training contents must be determined based on the needs assessment and is expected to include Life skills training with Leadership, Teamwork, Communication, Community Needs assessment, Initiative Planning and Implementation, entrepreneurial skills (if applicable)
  • Delivery of the training for 5 days to 20 participants (the length of the training is expected to be around 5 days but to be confirmed based on the needs assessment)
  • Development of Monitoring tools for two indicators, including a Pre-Post Test and Questionnaire (Indicator 1), and Reporting format (Indicator 1&2) (See Annex 1)
  • Conduct monitoring against the indicators, analyse, and report its results
  • Draft training report including the result of the pre-post test, questionnaire, and activity record.
  • Supervise youth groups in development and finalisation of Action Plans and cost estimation
  • Continuous monitoring (on weekly bases, and based on the planned activities and events) of Action Plans implementation and provisions of technical assistance
  • Preparation of one day of learning event with participation of the Youth groups from AJ camp and OA camp (incl. Facilitating preparation of presentations for the groups, preparation of agenda, and logistical arrangements.)
  • Preparation of final presentation workshop (incl. Facilitating preparation of presentations for the groups, preparation of agenda, and logistical arrangements.)
  • Draft Monthly Reports
  • Draft Final Report
  • Report to PALCIP in Ramallah DoRA office and to PC/CIF in JZ on monthly bases

Job Requirements
  • Minimum 7 years of Experience in community development work, including working experience with youth, and delivering Life skills training to youth (18-30 years old) on the topics of Life skills, Leadership skills and Communication skills
  • Minimum 5 years of similar experience to delivering Community-based needs assessment, activity planning, and implementation training to youth (18-30 years old) and experience in managing its implementation
  • Experience in entrepreneurial skills training to youth (desirable)
  • Experience in Monitoring and Evaluation
  • Excellent report writing skills
  • Familiarity with the context of refugee situation in the Palestinian refugee camps in the West Bank
  • Highly proficient in both spoken and written Arabic and English
  • Excellent coordination and communication skills and flexibility to work with colleagues and beneficiaries from various backgrounds
