About the Consultancy
Global Communities is intending to prepare a bid in response to USAID’s forecasted Active Citizenry funding opportunity in the West Bank and Gaza. Global Communities is seeking a consultant to serve as a technical solution architect and writer, with deep expertise in active citizenry and citizens engagement, to support the development and writing of our technical approach.
 
Location of Work: West Bank and/or Gaza   
 
Level of Effort: Approximately 25 days
 
Start Date: Immediate 
End Date: May 30, 2022. Timeframe dependent on release of the request for proposal and the timeline for submission.  
 
Scope of Work: The consultant will work under the direction of the Global Communities Proposal Team to make recommendations and inform the design and development of a proposal in response to USAID’s Request for Proposals (yet to be released, currently forecasted for April 4, 2022). Specifically, the consultant will contribute best practices in citizens engagement within the Palestinian context, and will work with Global Communities’ Proposal Team to design a compelling technical approach and suggest technically qualified local and international partners and personnel. The consultant will incorporate inputs from Global Communities’ field and HQ teams. Consultant will draft portions of technical proposal at the direction of the Global Communities Technical Representative, and provide written and verbal feedback and recommendations on other sections and proposal drafts as requested. 
 
Goals:
  • Conduct context research and analysis to fill technical gaps as needed to ensure proposed approaches and solutions are highly relevant and readily applicable to the current Palestinian context and our best understanding of the donor’s expectations. 
  • Advise and inform a compelling and sustainable technical approach building upon both global best practices, context applicability and local solutions and expertise. 
  • Identify and assist to technically assess qualified local and international partners, technical service providers, and staff for project implementation. 
  • Identify the existing best practices of other implementers in the West Bank and Gaza. 
  • Identify strategic approaches that will provide competitive edge to GC’s proposal.
  • Identify public and private stakeholder priorities and structures in support of identified interventions.
  • Advise on relevant documents that will be critical to development of the proposal
  • Support in selecting the targeted governorates for implementation


Deliverables: 
  • Summary of information in response to questions and areas of inquiry outlined by GC (in separate document) and meeting the abovementioned goals
  • Recommendations on and technical assessment of national and international partners and key personnel candidates as requested
  • List of relevant local actors (government, donors, grass roots, private sector, etc.) and support organizing informational meetings for the Global Communities’ Proposal Team
  • Lead in designing qualitative and quantitative questions to support primary data collection and intervention design. 
  • Participation in and technical contributions to proposal design strategy sessions (to be scheduled). 
  • Written contributions to technical approach to be agreed upon by the consultant and Global Communities Technical Representative. 
  • Reviews of and recommendations on proposal drafts.

Job Requirements
Skills and Qualifications: 
  • Required substantive professional experience in active citizen programs (preferably for USAID funded programs). 
  • Experience in the Palestinian context with a focus on the CSOs sphere in Palestine and active citizenry.  
  • Fluent English speaking and writing. 
  • Experience with writing successfully funded new business proposals, preferably USAID request for proposals (RFPs).
