Consultant in safety and security - Palestine     
      


CONTEXT
Since 1996, Handicap International (HI) has developed and implemented various actions with local partners in the West Bank and the Gaza Strip to respond to the needs of persons with disabilities and other vulnerable populations. Since 2010, HI has been working extensively with rehabilitation service providers for improving the quality of services, as well as their availability and accessibility, and for developing the basis for effective referral mechanisms to allow persons with disabilities to access other social services. In parallel, HI is supporting the local disability movement to raise the voice of persons with disabilities for equal rights and opportunities.

The situation in the Occupied Palestinian Territories has been for decades a succession of conflicts, tensions, war strikes and quieter periods and remains today quite volatile, with serious discrepancies in the regions and in time (with some peaks of tensions and some moments of relative calm). In the West Bank, Palestinians suffer from road checkpoints and from controls from the Israeli Authorities that limit their possibility of movement in the territory. In the Gaza Strip, the permanent blockade in place for years, both almost prevent the population to move out and in the strip and drastically hamper the development of the economy and of basic services. In addition, war operations, like the offensive of December 2009 in Gaza, seriously deteriorate the living conditions of Palestinians.

Handicap International team is composed of around 20 national staff based in three offices, Jerusalem, Ramallah and Gaza, and one international staff.

DESCRIPTION OF THE REQUIRED SERVICE PROVISION
Handicap International is looking for a consultant to support and fast-track the review of its security and safety management guidelines.

The global objective of the consultancy is to support the Head of Mission in the review and update of the security and safety documents in use within the Palestine mission, and within the regional framework.

Expected outputs of the consultancy
-Analysis of existing security and safety documents
-Review of its relevance and use at field level
-Rapid analysis of the Field Security Officers’ capacities (FSO)
-Verification of the presence (and potential expiry) of security equipment
-Finalization of the draft risk analysis with the Head of Mission
-Update of the security and safety documents (submitted to the Head of Mission)
-Basic training on key principles to the FSO for West Bank (newly recruited staff)

CONSULTANT’S PROFILE
-Sound professional knowledge and experience on security and safety management
-Previous experience in trainings
-Sound understanding of Palestine context
-Good social and communication skills, able to respect confidentiality
-Good English language skills

SERVICE DURATION AND LOCATION
The consultancy is expected to be conducted in May or June 2014, with an expected total of 10 working days.

Language: English

Service location: Palestine, including travels to Ramallah and Gaza

RESOURCE PERSON
Within the framework of the service provision, the consultant will be asked to collaborate with Handicap International’s Head of Mission who will be the focal contact person for this service support & follow up.

Estimated cost to Handicap International
The interested candidates shall provide Handicap International with an offer including full proper price quote and financial expectations according to the services proposed.

The time frame shall be fitting with the one defined by Handicap International in the time frame & work plan section and take into consideration the following points:
-Prices shall be in English and with ILS currency.
-Prices shall be inclusive of VAT
-Preferred payment terms / method shall be mentioned.
