Oxfam Great Britain and PARC are looking for a team of external consultants/consultancy firm to evaluate the olive programme ‘From Grove to Market – developing the value chain for subsistence and small-scale farmers in the occupied Palestinian territory, and Ensuring a better Future for Small-Scale Farmers &Rural Women in the Olive Sectorthat Oxfam GB, FTDC, ARIJ, ESDC, BWF and PARC are currently implementing in the West Bank.
 
The programme is funded by the European Union (EU) Swiss Agency for Development and Cooperation (SDC), and Oxfam, addresses the olive oil producers needs of improving olive oil production (quantity and quality), and therefore access to market. In addition, the programme works with cooperatives/federations on building their managerial and financial capacities so that these cooperatives have the capacity to work independently.
 
The consultant is expected to provide an independent evaluation of the project assessing the relevance, effectiveness, efficiency, impact, coordination, and methodology of the intervention whilst analysing its appropriateness to the local context.
 
S/he should have a proven good record in evaluation of development projects in the NGO sector and ability to meet agreed deadlines. Fluency in English as well as awareness of cultural sensitivities and the local context are a must.
