Organization Description:
Small Enterprise Center (SEC) Association is a Palestinian non-profit organization that was founded in 2002. In 2008, SEC was officially registered as an independent non-profit organization governed by the Palestinian Law of Charitable Associations and Community Organizations No.1 for the year 2000. SEC is a leading national organization serving Palestinian Micro, Small, and Medium Enterprises (MSME) and social enterprises (including cooperatives) over Palestine where Gaza Office has started provision of business development services for SMEs since 2011.
SEC with the support from the GIZ–PALM (Programme for Access to the Labour Market) and GIZ-PSDP (Private Sector Development Programme) is implementing a 9-month program entitled “ Tourism Sector: Supporting the employment and re-hiring of tourism male and female (18 to 35 years old) workers with wage subsidies in the tourism sector in West Bank and East-Jerusalem.
The wage subsidy duration is 5 months: 100% for the 1st to the 3rd month (basis is the Palestinian minimum wage in West Bank) and 50% of the Palestinian minimum wage for the 4th and 5th months.

Work location: West Bank- Nablus, Ramallah and Jericho
Type of contract: Short-Term Employment (from the 15th of July until the 30th of November 2021)
The total number of working days is : up to 40
Number of staff required: 1 person
Expected starting date: 15th of July 2021
Job Description:
The consultant will support the programme to outreach employers operating in the tourism sector to hire and re-hire male and female (18-35 years old) workers with wage subsidy in Nablus, Ramallah and Jericho.
The consultant shall provide the following work/service:
- Actively liaise and collaborate with SEC throughout the contract period.
- Communicate the wage subsidy program in the tourism sector (Nablus, Ramallah, Jericho) with firms (potential employers).
- Identify at least 50 firms interested and capable to employ unemployed tourism workers in the age group of 18 to 35 years by using the wage subsidy program, with particular focus on the above mentioned regions.
- Checking through field visits that the selected firms meet the selection criteria for the wage subsidy programme and follow decent work criteria.
- Ensure that the selected firms have also a possibility to sustain in the market.
- Follow-up with employers and wage subsidized staff in case of problems between both sides.
- Ensure that all selected firms in the Palestinian tourism sector are ready to introduce at least one “people management instrument”.
- Familiar with online self-learning platform.
- Support in the assessment and evaluation of participants feedback from the self-learning platform.
- Submit progress report to SEC in English language.

Job Requirements of an Excellent Candidate:
- Minimum of three years’ experience in implementing, monitoring, and evaluation of projects in tourism sector or related sector.
- Skills and experience in implementing online training program, customer relationship management (CRM) systems, wage-subsidy program, familiar with the tourism sector in Jerusalem, conducting interviews, and development activity reports.
- BA's Degree in Business Administration, Marketing, Sales, International Business, Tourism and hotel Management, or relevant fields.
- Experience in tourism sector, or related sector
- Communication skills, both written and verbal in Arabic and English Languages.
- Customer service attitude – personable, enthusiastic, friendly, and helpful.
- Team player.
- Highly motivated, driven, and adaptable.
- Able to utilize latest technology in data collection, analysis, and reporting.
