The Palestine Liberation Organization (PLO), for the benefit of the Palestinian Authority, has received financing from the World Bank toward the cost of the Capacity Building for Palestinian Economic and Regulatory Institutions Project, and intends to apply part of the proceeds for consultant services. The services include developing a Documents and Archives Management System (DAMS) that will serve the Palestinian Pension Authority’s (PPA) offices in the West Bank and Gaza. The main objective of this assignment is to define key requirements for the records digitization and for Documents and Archives Management System (DAMS) and develop and implement such DAMS ensuring full integration with the existing database and systems of PPA, in addition to producing a specialized software or, ideally, customize an offthe- shelf readymade package that is capable to be run on Operating Systems Windows and Linux. The services of the firm will be hired for conducting needs analysis, related business analysis and implementation of the DAMS that will serve the PPA offices in Gaza, as detailed in the Terms of Reference. It should be noted that the DAMS must be compatible with the key principles of the Enterprise Content Management System (ECMS).

The assignment is expected to commence in April 2012.

The Palestinian Ministry of Finance now invites eligible consultants (firms) to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004, Revised October 2006 and May 2010).

Interested consultants may obtain further information at the address below during
office hours 09:00 to 14:30 hours (Ramallah Time) from Sunday to Thursday.

Expressions of interest must be delivered to the address below by Wednesday,
February 15th 2012 12:30 P.M. (Ramallah Time).
