Consultant Terms of Reference Project Web Developer
Introduction
An Najah National University has received a grant from the Quality Improvement Fund (QIF) – Ministry of Higher Education- Project funded by the World Bank to implement the project, “Linking with the Private IT Sector: IT Faculty Curriculum Reform”. The project is designed to improve the learning opportunities for IT students by gradually moving towards more experiential learning approaches. The main focus for this effort is directed towards providing learners with more authentic learning through integrating real-time projects and towards defining and addressing the needs of the IT companies in the national market. The project will be implemented over the period of three years.
Assignment Objective:
An-Najah National University is considering the selection of a highly qualified web developer to be part of the small core staff responsible for the development of the IT-Bridge web portal. The web developer will be responsible for the overall web development lifecycle process of requested web portal and lunch web project under the supervision of the Project Director and the steering committee.
Main Tasks and Responsibilities:
Under the general direction of the Project Manager, and in close coordination with the steering committee, the project developer will be responsible for the following:
1-The role is responsible for designing, coding and lunching IT-Bridge portal website, from layout to function and according to project director specifications.;
2-Regular exposure to project committee and project director, as well as the authority and scope to apply your expertise to many interesting technical problems.;
3-The position requires constant communication with colleagues.
4-Research and propose web solutions that are compatible to the future technologies.
5-Initiate periodic testing and implement contingency plans in case of systems failure.
6-Conduct training workshops for project stakeholders on using new developed website.
Minimum Requirements:
-University degree (BSc) in Information Technology degrees.
-Deep expertise and hands on experience with Web Applications and programming languages such asJavaScript, JQuery, HTML, HTML5, CSS, CSS3, Web Programming Skills, E-Commerce, Teamwork, Verbal Communication, cross-browser compatibility, Web User Interface Design (UI), Security Principles, Object-Oriented Design, Web Services (REST/SOAP), Multimedia Content Development, API’s-Excellent technical, interpersonal and conceptual administrative skills.
Experience in planning and delivering software platforms used across multiple products and organizational units.
-Deep functional knowledge or hands on design experience with Web Services (REST, SOAP, etc ..) is needed to be successful in this position.
-Strong grasp of security principles and how they apply to learning management systems.
Place of work:
An-Najah National University, CELT (web developer will be directly supervised by the project director).
Time Frame:
The consultant shall work 8 hours/day, 5 days per week, and the duration of the assignment will be 6 months.
Contract Type: Time Based contract
