OBJECTIVE: Right To Play - (RTP) is seeking a consultant with knowledge and excellent track-record as Gender analysis and Gender mainstreaming expert, to conduct data analysis, evaluation and specialized training in WB and Gaza.

Towards Gender-Responsive and Empowering Education for Refugee Girls and Boys in the West Bank and Gaza (TOGETHER/MA’AN) Project
RTP Palestine is launching a new project in collaboration with Global Affairs Canada (GAC) ‘Towards Gender-Responsive and Empowering Education for Refugee Girls and Boys in the West Bank and Gaza’ (TOGETHER) Project which will work towards improved, safe, supportive and gender-responsive education for girls and boys in grades 1-9 enrolled in every United Nations Relief and Works Agency for Palestinian Refugees in the Near East (UNWRA) school in West Bank and Gaza (370 schools). This will be achieved by i) integrating gender-responsive play-based learning into teaching practice by primary teachers; ii) equipping girls and boys to respond to and overcome conflict and violence (including gender-based violence) by building the capacity of school counsellors and physical education teachers to deliver gender-responsive play-based psychosocial support activities; and iii) improving the response of school officials, UNRWA staff, mothers, fathers caregivers and community members to address the gender-based education needs of girls and boys. Collectively, these efforts will create safe and supportive learning environments and more equal and inclusive learning opportunities for Palestinian refugee girls and boys.
Purpose of The Consultancy
The objective of this consultancy is to activate and apply UNRWA gender equality strategy 2016 - 2021, by adopting play-based learning and student-centered approaches to teaching practices for both UNRWA teachers and school communities - in WB and Gaza.
Scope of work:
The consultant will report directly to the Program Manager regarding the following scope of work:
Conduct desk, literature review and study available resources:
- Study UNRWA gender equality strategy 2016-2021 and conduct a desk review on their plans and reports to identify the gaps between the gender policies and daily teaching practices, in corporation with UNRWA and relevant stakeholders and propose possible improvement based on other available documents
- Study RTP policies and resources to develop the intervention plan in corporation with RTP team
- Review of existing resources to integrate gender responsiveness
Conduct Assessment:
- Work closely with RTP project team to plan and conduct school field visits/observation sessions, to identify the gaps in practices as it relates to gender responsive strategies to address the gender equality policy of UNRWA. (primary education teachers, physical education teachers, school principals and counsellor) on an ordinary school day
- Conduct in-depth interviews with UNRWA staff and program staff on the current practice related to gender responsive strategies in schools.
- Analyse the gender gaps that were discovered/found through the desk review, interviews and field observation.
Intervention:
- Plans and methods (based on the gender analysis)
- Develop strategies including activities that schools can commit to improve the gender-responsive learning environment.
- Develop capacity building plans (trainings, communities of practice and coaching mentoring) to align capacities of schools with gender strategy. (the plans should support and align with the project training plan)
- Work closely with UNRWA gender unit to develop and agree on a technique to activate the UNRWA gender equality strategy 2016-2021
- Work closely with TOGETHER program manager, officer and RTP training officer to strengthen and facilitate the integration of gender and gender mainstreaming at all operational and related interventions of the project.
- Identify specific gender strategies for each outcome in the projects results

Qualifications:
- Advanced academic degree in Development Studies, Gender Studies, or other relevant field.
- Previous experience in working with development projects
- Previous experience on Psychosocial Support (PSS) or integration of gender
- Previous experience in working in education sector is desirable
- Responsiveness in the PSS work led by RTP is desirable
- Ability to travel to Gaza regularly on quarterly basis is mandatory
Languages
Fluency in spoken and written English and Arabic. (Reports should be submitted in English)
