Assessment of Informal Apprenticeship in Palestine
The Belgian Development Agency (BTC) in cooperation with the Palestinian Authority is implementing the Enhancing Capacities for Institution Building (ECIB) Program. The program has three components:
-Develop different Work Based Learning (WBL) schemes in Palestine
-Capacity building of stakeholders at national and local level to implement WBL initiatives
-Improve access to training and coaching of economically and socially disadvantaged youth
BTC is seeking to recruit a team of (national) consultants who will work and coordinate with the BTC and ILO to Conduct research to understand informal apprenticeship practices in jointly selected sectors; and to Assess the policy framework of informal apprenticeship and existing linkages between informal apprenticeship and the formal training systems;
The (national) consultants will review the assessment tools provided by the ILO experience on informal apprenticeship translated into Arabic for Jordan and adapt them to Palestine context. The assignment will include field work conducted in Nablus, Hebron, Ramallah, East-Jerusalem and Gaza.
Qualifications and experience
To carry out this assignment, the (national) consultants are expected to have the following key qualifications and experience:
The selected lead researcher will have:
-At least a master degree in social sciences (sociology), economics, or related field;
-An in-depth understanding of the Palestinian labour market – (At least one publication related to aspects of youth employment in Palestine);
-A demonstrated capacity to handle qualitative surveys and to analyse qualitative findings - (at least 10 years of relevant experience);
-Excellent command of both English and Arabic.
The selected facilitators will have:
-Bachelor or master degree (or equivalent through experience) in social sciences (sociology), economics or any related field;
-Proven experience (at least 5 years) and ability to conduct interviews through various techniques, both for personal and group interviews;
-Proven experience in working with culturally diverse audience. - (Ability to adapt message to culturally diverse audiences);
-Demonstrated experience in analytical and research skills – (at least 2 national publications and/or research assignments);
-Excellent command of Arabic (English is an asset).
