REQUEST FOR EXPRESSIONS OF INTEREST
(CONSULTING SERVICES – individual Consultant)

Assignment Title:  Internal and external communication within the Ministry of Culture (MoC)

The Palestinian Authority has received financing from the Government of the Kingdom of Belgium toward the cost of the “Study, Consultancy and Expertise Fund- ICP 2012-2015, and intends to apply part of the proceeds for consulting services.

The consulting services aim to contribute to improve MoC internal and external communication management systems and operations; and MoC human resources management and skills focused in communication.

The consulting services (“the Services”) include:
-Assessment of the existing procedures and use of knowledge management systems within the sector.
-An internal and external communication strategic plan and a clear roadmap for its implementation.
-A participatory workshop for the central level staff.

The full ToR can be provided upon request.
The assignment shall be completed within a maximum of four calendar months.

The Ministry of Culture now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
-Academic background relevant for this assignment.
-Expertise in the use of ICT, in governmental communication strategies, and in the culture sector;
-In-depth knowledge of organizational development, institutional reform issues; institutional communication development and communication quality management system;

The expression of interest shall be submitted with a comprehensive CV and a description of similar assignments (all in English).

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition) - selection of Individual Consultants
