The Augusta Victoria Hospital (AVH) is a medical center of excellence that has been providing healthcare services and other health programs for about 70 years to Palestinians, including refugees from throughout the West Bank and Gaza. Terms of Reference

Main outcome of the role:

The Resource Development and Humanitarian Coordinator plays a dual role in securing funding and leading humanitarian response efforts. This position is responsible for fundraising, grant management, and donor relations while also overseeing emergency response programs and humanitarian initiatives in Gaza and the West Bank. The role ensures compliance with donor regulations, financial accountability, and effective coordination with stakeholders to support the hospital’s sustainability and emergency relief operations.

 

Key Responsibilities:

  1. Resource Development & Fundraising
  2. Fundraising & Grant Management
  • Develop and execute a comprehensive fundraising strategy targeting institutional donors, corporate sponsors, and philanthropic foundations.
  • Identify, write, and manage healthcare-related grants from government agencies, NGOs, and private foundations.
  • Maintain strong relationships with existing donor’s community leaders, and philanthropic organizations.
  • Oversee hospital fundraising campaigns, events, and donor stewardship programs to maximize contributions.
  • Align funding efforts with operational and humanitarian needs in collaboration with hospital departments
  • Implement planned giving programs and donor legacy initiatives.
  • Ensure compliance with grant requirements and maintain proper documentation for audits and reporting.
  • Monitor project expenditures against approved budgets to ensure accountability.
  • Work with the finance team to ensure proper budgeting, financial reporting, and compliance with donor regulations.
  • Oversee procurement processes to ensure alignment with LWF policies and donor requirements.
  • Maintain an updated asset register and ensure proper use of hospital resources.
  • Identify funding opportunities for humanitarian programs and collaborate with the LWF Jerusalem team to secure them.
  • Contribute to the development of funding proposals, concept notes, and donor engagement strategies.
  • Support donor communications, amendments, and queries, ensuring timely response and compliance.
  1. Strategic Partnerships & Community Engagement
  • Establish and manage partnerships with governmental health agencies, NGOs, and corporate sponsors to secure funding and resources.
  • Engage with local businesses, universities, and community organizations to develop mutually beneficial partnerships.
  • Represent the hospital in donor meetings, public forums, donor meetings and conferences to enhance visibility and credibility.
  • Engage with community organizations, universities, and businesses to develop mutually beneficial collaborations.

 

  1. Capital Campaigns & Sustainability Initiatives
  • Lead capital fundraising campaigns for hospital expansion, facility upgrades, and medical equipment acquisitions.
  • Develop long-term funding plans in collaboration with the finance team to ensure financial sustainability.
  • Ensure transparent donor reporting, fund utilization, and impact assessment.
  1. Marketing & Public Relations for Fundraising
  • Collaborate with marketing teams to develop impactful donor communication materials, including newsletters, reports, and social media campaigns.
  • Promote hospital success stories and patient impact narratives to attract more funding.
  • Oversee donor recognition programs to strengthen engagement and retention.
  1. Humanitarian Coordination & Emergency Response
  2. Leadership & Program Management
  • Support the hospital’s emergency response for crises in Gaza and the West Bank.
  • Monitor program risks and coordinate with Area Coordinators and leadership to develop mitigation strategies.
  1. Humanitarian Coordination
  • Actively participate in humanitarian coordination mechanisms, including relevant clusters and task forces.
  • Build and maintain effective partnerships with NGOs, community organizations, and implementing partners.
  • Ensure that projects adhere to Core Humanitarian Standards and LWF emergency response guidelines.

Job Requirements

Qualifications & Skills:

  • Bachelor’s or Master’s degree in Nonprofit Management, Business Administration, Public Health, International Development, or a related field.
  • Proven knowledge of the UN humanitarian cluster structures.
  • Proven experience in fundraising, grant writing, donor relations, and humanitarian program management.
  • Proven success in securing funding from institutional donors and corporate sponsors.
  • Strong networking, negotiation, and partnership-building skills.
  • Excellent communication, leadership, and problem-solving abilities.
  • Knowledge of international humanitarian standards and donor compliance frameworks.
  • Good Knowledge of healthcare funding models, regulations, and compliance.
  • Ability to manage multiple projects and funding sources simultaneously.
  • Good knowledge of the Palestinian Health Sector, international actors in health and key national health coordination mechanisms.
  • Able to work collaboratively and inspire learning based on experience, and to achieve results.
  • Effective diplomacy, critical, analytical, facilitative and communicative, representational and reporting skills.
  • Ability to work independently under pressure, meet tight deadlines, and demonstrate flexibility and creativity in planning and problem-solving.
  • Proven ability to take initiative, learn quickly, and be accountable for results.
  • Excellent interpersonal skills and strong personnel management skills.
  • Strong communication skills, verbal communication, delivery of presentations, and excellent writing abilities in English. Hebrew language knowledge is an asset.
  • Experience in financial management, procurement, and program monitoring.
  • Proficiency in Microsoft Office, grant management tools, and fundraising software.
  • Fluency in English and in Arabic.
  • Perform any other related duties, as assigned.
