Coordinator for the East Jerusalem Hospitals Network Background
The EJH network comprises six non-profit charity institutions (Augusta Victoria Hospital, St. Joseph Hospital, St. John Eye Hospital, Red Crescent Maternity Hospital, Princess Amira Basma rehabilitation Center and Makassed Hospital). These hospitals are long-established institutions for Palestinians, an essential part of the Palestinian health care system and main service providers of tertiary care for Palestinians living in the West Bank and Gaza. They also provide services to East Jerusalemites who are covered by the Israeli Insurance scheme through contractual agreements with the Israeli sick funds.
The East Jerusalem Hospitals Network (EJHN) was established in 1997 to promote collaboration and complementarity among EJ hospitals.
The EC is funding a project “East Jerusalem Hospitals: Network for Quality” that started on April 1, 2010, with a project duration of three years. The project, which is implemented by the WHO, supports the EJHs to improve their service delivery capacity as well as the quality of their services through raising quality standards and initializing the process for international accreditation and by strengthening the EJH Network to improve collaboration and coordination between hospitals. The need for further strengthening of the network and to institutionalize its function has been expressed by all parties. It was decided to establish a permanent coordination office staffed with an external network coordinator and support staff.
Tasks and Responsibilities
The External Coordinator for the Network will provide technical and administrative support to the network. She / he will assist the Board members in formulating a network policy and strategy and supporting its implementation.
The coordinator will lead the process for institutionalizing the East Jerusalem Hospital Network (EJHN) as an independent entity with full legal status and registration as required by the respective authorities.
The Coordinator will work in support of strengthening and promoting the common goal of all hospitals and of collective issues of the Network as directed by the Board of Directors. Areas of work include but are not limited to:
a)Internal issues
-Prepare and call for meetings;
-Assessment of opportunities for common services;
-Facilitate and monitor implementation of joint programs and provide regular feed-back on progress and challenges to the Board;
-Advocacy for funding;
-Summarizing, documenting, and keeping records of Network’s various activities to be reported to project manager and network’s chairperson;
b) External issues
-Register the network as a legal and financial entity in the West Bank and if possible in Jerusalem
-Perform any required activity to ensure that patients and staff from the West Bank and Gaza have eased access to the hospitals;
-Provide legal advice to the Board in regard to any legal matter arising from local authorities;
-Act as liaison focal point with funding partners and other relevant stakeholders;
-Be proactive in assessing public perception / patient satisfaction in relation to work of the network;
c) Visibility and promotion
-Promotion of network’s scope of work and ensuring visibilities of activities;
Reporting
The External coordinator will report to the Board of Directors of the Network and will be supervised by the Chair of the Network.
Qualifications and Skills Required
-Preferable a law degree with acceptable bar membership or university degree in health services management or public or business administration;
-Demonstrable experience in advocacy, fund raising, international and public relations, advocacy , legal matters and project coordination duties;
-Fluency in Arabic, Hebrew and English, verbal and written;
-Excellent communicate skills.
Contract duration
12 month, at part time basis (hours and days to be set by the Network Board).
