Country Focal Point
Project Description: The project “Our Future, Our Rights” is executed by Forum Civ (Lead), COSPE (Cooperation for the Development of Emerging Countries), and CCPR (Center for Civil and Political Rights) for a duration of 36 months, from 01/01/2025, in 9 countries worldwide (Colombia, Brazil, Senegal, Eswa-tini, Kenya, Tunisia, Palestine, Indonesia, and Sri Lanka). Its main objective is to enable rights holders, particularly young women and marginalized and discriminated youth, to have more opportunities to participate actively, safely, and meaningfully in civic space as drivers of change to promote and defend fundamental freedoms, democracy, and human rights at local and global levels. The project focuses particularly on the promotion and defence of the rights to association and peaceful protest by youth-led or youth-focused civil society organizations, grassroots groups, and nation-al/international platforms in contexts of high human rights in contexts of shrinking civic space, repression and discrimination.
Job Description: We are seeking a passionate and experienced Country Focal Point to join our team. The Focal Point in Palestine will support the planning, implementation, and monitoring of the project's activities in all its local/national components, maintaining good relationships with the target population and stakeholders at local and national levels, and generating or strengthening alliances with strategic actors for the execution of the action.
The ideal candidate will have professional studies in social sciences (law, political science, anthropology, sociology, gender studies, or similar) and/or with a minimum of three (3) years of experience in similar positions, along with proven project management skills.
Responsibilities:
- Support in the implementation of programmatic actions and work plans as defined for the proper execution of the project in Palestine.
- Participation in the meetings of the project’s team to follow up on the execution of the activities in Palestine.
- Map and lead dialogue with strategic actors for the promotion of Human Rights in Palestine, and in particular the rights to association and peaceful protest, at the local and national level for the coordination and articulation of actions linked to the objectives of the project.
- Lead the relationship with the youth organizations that benefit from the project as required.
- Monitor the impact, efficiency, effectiveness and sustainability of the actions financed to youth organizations by sub-grants, coaching and supervising them in their executions, in collaboration with the technical and financial team of the project
- Support in the definition of the requirements, selection, coordination and supervision of consultants for the technical assistance that is foreseen in the operational plan for Palestine
- Support in the preparation of activity reports, obtaining evidence and any other source of verification that is considered relevant and that allows it to be an input for the preparation of the narrative and financial reports of the project, as well as communication and visibility.
- Support in the implementation of the communication and visibility actions.
- Support in compliance with the procedures, procurement, code of conduct, conflict of interest and anti-corruption policy of COSPE.
- Support in the implementation of the local archive policy and data management.
- Lead the logistical coordination of events, meetings, visits and other actions that are required within the framework of the project in Palestine.
- Field visits and monitoring to accompany related issues as required.
- Participation in training and monitoring activities in which it is required.
- Participate in all activities associated with the security and work management system of the Country Office of COSPE.
- Other tasks related to the programmatic work of the Country Office of COSPE.
- Ensure compliance with the Project budget, timelines and reporting requirements.

- At least three (3) years of experience in international development cooperation programs. Preference will be given to experience in projects funded by the European Union.
- Support to the implementation of initiatives to strengthen civil society. Although it is not a required condition, experience with initiatives led by young people will be especially valued.
- Knowledge of issues related to the exercise of the defense of Human Rights in Palestine. Knowledge of issues related to the exercise of the defense of the right to freedom of association and peaceful assembly will be especially valued.
- Knowledge of strategic actors at the regional and national level that accompany the guarantee of Human Rights for the population in situations of vulnerability and discrimination in Palestine, and of the context/criteria for the identification of the different realities and articulations of youth activisms and spaces for participation.
- Knowledge and experience in mainstreaming the gender approach and the human rights-based approach.
- Skills for dialogue with relevant actors.
- High levels of writing and good knowledge of Microsoft Office tools.
- Good knowledge of basic management and accountability tools and principles. In particular, knowledge and experience in tendering and sub-granting procedures will be valued.
- Good knowledge of information and communication technology issues.
- Verbal and written communication skills.
- Fluency in Arabic and English (oral and written)
Type and duration of the contract: A fixed-term employment contract is established until December 31, 2025, (initial trial period of three months) with the possibility of renewal according to performance and budget review. The contract is an employment contract aligned with the Palestinian labor law.
Supervision: The person to be hired will be under the supervision of the COSPE Country Representative and will respond to the Project Coordination Unit.
