Country Safety and Security Focal Point (National) - Gaza

Job Description

Under the guidance and supervision of the CD the position will contribute to the fulfilment of the aims and objectives of the NRC Palestine Safety and Security Department and therefore the broader aims of NRC as a whole. The position will assist the CD in the implementation and occasional revision of the NRC Security Management System in Palestine. The CSSFP will provide timely (national originating) information to assist in regular and holistic country analyses and advisories. The position will update the NRC Palestine Security Manual, including subsequent training and buy in exercises. In concert with the CD ensuring NRC operations in Palestine achieve and maintain NRC - MOSS compliance.

Job description
-Monitor, evaluate and suggest changes and improvements to the NRC Security Management System based on observations and inputs from the NRC Team
-Prepare weekly summary reports, including Incident Reports for the CD Palestine, Regional Security Adviser (RSA) and Head Office.
-Responded to and record incidents as they occur in accordance to NRC Global Security instructions
-Document technical issues and questions, and report to the CD and MERO - RSA
-Communicate, exchange information, and co-operate with relevant external actors in the areas of responsibility determined by the CD.
-Communicate and coordinate work and tasks with the UN system in general and UNDSS / UNHCR in particular in the areas of responsibility determined by the CD.
-Assist in the assessment of needs for capacity development amongst staff with particular focuses placed upon contracted Guards, Security Focal Points (SFP).
-Conduct training of staff in general safety and security
-Document and escalate incident reporting in-country directly to the CD

Qualifications
-Demonstated and significant experience will be reasonably considered in lieu of formal qualifications.
-Experience in liaising with civilian and military government authorities as well as with regional institutions.
-Proven employment history that reflects experience in both security (POL / MIL) and civilian fields.
-Proven, solid and relevant experience in security work, preferably in the UN or NGO environment.
-Proven ability to successfully negotiate and liaise at all levels with national military, police or civilian authorities responsible for security.
-Proven experience in administration, logistics, effective training delivery and personal management.
-Significant Palestinian cultural awareness and experience of working in settings where insecurity is a rapidly evolving issue.
-Deep analytical skills and proven experience in report writing and interlocutor networking
-Demonstrated national leadership and management skills
-Demonstrated ability to work under difficult conditions and a high degree of pressure
-Significant Palestine ian contextual understanding including response to emergencies
-Deep awareness of gender based programming and related issues
-Fluency in the English language, to a report level competency
-Fluency and Arabic, both written and verbal
-Hold a valid drivers license
