The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Large-scale displacement took place during the wars of 1948 and 1967, when Israel occupied the West Bank, including East Jerusalem and the Gaza Strip. Many of those displaced have never been able to return. There are currently over 5 million Palestinian refugees spread across Palestine, as well as in Jordan, Lebanon and Syria.

Internal displacement within Palestine remains a concern. Communities come under increasing risk of forcible transfer and other Intentional Humanitarian Law violations, stemming from Israeli policies and practices.

NRC has been active in Palestine since 2009, working across Gaza and the West Bank, including East Jerusalem, to reach Palestinians who are displaced or who face imminent threats of displacement. Our offices in Jerusalem, Ramallah, Hebron and Gaza, provide legal counselling to promote access to human rights, shelter, water and sanitation, and quality education. Nationally and globally, we advocate for the rights of displaced Palestinians and together with local authorities and community-based organisations, we establish mechanisms for monitoring the needs of displaced Palestinians, and promoting community-owned solutions.


Role and responsibilities

Generic Responsibilities

     Ensure adherence to NRC policies, guidance and procedures
    Ensure that minimum operating security standards and procedures are implemented in the Area Office
    Conduct specific technical assessments and present recommendations Conduct situational monitoring and analysis and present
    Conduct security actor networking
    Oversee situational monitoring and analysis
    Train and develop staff in safety and security protocols
    Ensure all security staff uphold NRC’s principles and values
    Promote the rights of refugees in line with NRC country strategy

 

Specific Responsibilities

    Technical line for Gaza Security Coordinator
    Implement NRC’s safety and security policies at country office level
    Conduct regular security and risk assessments to identify safety and security needs in all NRC Iraq offices and areas.
    Maintain security database and update regularly.

    Manage, record and track NRC-relevant incidents and provide analysis of key trends and risks;

    Provide regular briefings and updates to all staff and visitors
    Using the database provide information on security incidents in all areas of NRC operations.
    Immediately report all breaches of safety and security procedures and all threats to NRC staff, beneficiaries, activities or assets.
    Facilitate staff evacuation in emergency situations and trainings
    Supervise, train and develop staff in security procedures
    Liaise with UN agencies, NGOs and other external actors to gain security information
    Ensure vehicle and staff movements are monitored according to procedures and that necessary safety and security equipment are available and in good condition
    Prepare security updates and reports as required
    Perform any other related duties required by the management

 

Our Ideal Candidate:

Experience from working as a Security Officer in a humanitarian/ UN context in a complex context.

Experience in liaising with civilian and military government authorities as well as with, national and international institutions.

A team player, excellent communication skills, and ability to work and interact professionally with different people and internal and external actors.

Good representation and negotiation skills, a diplomatic person who can liaise and coordinate security work with local authorities and other agencies.

Ability to analyse complex issues and come with rational judgements, in addition to good Knowledge of the political situation in Palestine and the wider Middle East region

Fluency in English, Arabic, and above average computer literacy.

Additional Information:

Contract period: 12 months

Salary/benefits: According to NRC’s salary scale and terms and conditions

Duty station: Jerusalem, 30% travel to Gaza plus frequent travel to West Bank operations.
