 About the position

Job title: Monitoring, Evaluation Accountability and Learning and CRM Officer

Post location: Gaza Strip, office in Deir Al-Balah

Starting date: ASAP

Contract duration: 6months renewable according funding

 Job Summary:

Under the supervision of the Team Leader/coordinator, the MEAL and CRM Officer is in charge of the monitoring of the activities’ implementation by Solidarités International and its Implementing partners. He/she collects data and provides evidences of the program’s progress and achievements. Under the responsibility of the field coordinator, he/she will ensure coherent and timely response to feedbacks and complaints from project stakeholders.

Job Description:

Monitoring and evaluation

  • Under the responsibility of the team leader/coordinator, participate in the logistics and administrative organisation, planning and preparation of M&E missions:
    • Contribute to the creation of monitoring tools and to the preparation of database frames based on questionnaires.
    • Support the team leader/coordinator in centralizing and organizing data collection for activities and outputs as defined in the M&E plan.
  • Collect monitoring data using SI tools:
    • Contribute to data collection at field level (overseeing surveys etc.) and make sure that all available aspects are covered.
    • Organize the date entries to be on time and of quality. Contribute to maintain the database following a standard format allowing aggregation of data to produce routine or periodic monitoring reports.
    • Identify potential negative impacts of the activities.
    • Monitor that crosscutting aspects like gender and “do no harm” are taken into account in the activities.
    • Formulate preliminary recommendations on how to improve the activities.
    • Monitor humanitarian situation.
    • With the support of the PM/coordinator and MEAL team, prepare and implement trainings on monitoring tools to field officers.
    • Assist in external MEAL mission.
    • Archive contractual soft & hard data about programmes to be easily available upon request.
  • Apply the security procedures in the context of monitoring, evaluation and accountability missions.

Accountability, Management of complaint response mechanism (CRM)

  • Record all information related to complaints and maintain a clean logbook
  • Follow proper implementation of CRM standard operating procedures and refer all cases to the appropriate focal point
  • Follow-up of all cases referred to the management team until the closure of the case
  • Archive for future reference and submit timely complaints reports
  • Participate in training field teams on CRM information plan

  • Display high commitment to confidentiality
  • Address beneficiaries’ feedbacks and complaints in a professional manner and provide accurate information on SI programs and CRM

Reporting / communication  / Learning

  • Draft M&E reports and provide project updates and participate in the formulation of recommendations as necessary.
  • Participate in seminars and training workshops which may be useful to the accomplishment of monitoring & evaluation activities and the attainment of the project’s objectives and in restitution workshops.
  • Keep monitoring tools and files archived and secured
  • Update regularly the monitoring & evaluation tools & methodology considering the donors indicators, gender, disable persons, protection & « Do No Harm » approaches
  • Make regular reports to the team leader/coordinator on the evolution of activities and specific tasks confided to him/her, problems encountered, and the quality of relations with beneficiaries
  • Bring to light any difficulty linked to his or her activities, to the programs of Solidarités or security concerns
  • Collaborate with the community representative and other de facto authorities

  • Report any information or difficulty connected to his/her activity

HR Management

  • Take part in recruitment of the monitoring team (enumerators / DW) when needed
  • Train and build the capacity of the team (enumerators /DW)

Job Requirements

Studies:  Higher education certificate or equivalent, in monitoring and evaluation, international development, social sciences, anthropology, education or any relevant field

Experience: 1 year experience in similar position is an asset, preferably in the humanitarian or development sector, or 3 years working experience in humanitarian or private sector

Languages: English professional working, fluent in Arabic

Skills:

  • Knowledge of MEAL methodologies, including quantitative and qualitative data collection and analysis techniques is highly
  • Willingness to work in the field
  • Very good communication skills with a wide range of stakeholders
  • Teamwork spirit and ability to work effectively under pressure
  • Masterize excel and word software (English and Arabic)
  • Knowledge on Kobo tool
  • Sensitivity to work with people
