Position Title: Assistant Project Officer - Monitoring, Evaluation, Accountability and Learning (MEAL)
Location: Gaza Field Office
Reports to: MEAL Officer

JOB SUMMARY:

CRS is seeking a Monitoring, Evaluation, Accountability, and Learning Assistant Project Officer (MEAL APO) for a 5-year, USAID-funded project. As a member of the program quality team working in the area of Monitoring, Evaluation, Accountability, and Learning (MEAL), the MEAL APO’s primary function is to promote beneficiary accountability at all stages of project design and implementation, as well as to manage the beneficiary feedback system, which includes multiple feedback channels such as a toll-free hotline and an email address. In addition, the MEAL APO will be responsible for supporting the implementation of MEAL systems, working with program and partner staff to monitor project activities.

PRIMARY RESPONSIBILITIES:

Beneficiary Accountability
- Train or orient CRS and partner staff in principles beneficiary accountability
- Review data collection tools to ensure that beneficiary accountability is being monitored
- Lead, in coordination with partners, community information-sharing meetings on a regular basis. Design and promote other appropriate methods of information sharing with targeted communities, including for community mobilization or announcements for activities.
- Manage the beneficiary feedback mechanisms (hotline, email, etc), including answering phone lines, recording all feedback, ensuring that all feedback is resolved in a timely and appropriate manner

Other MEAL Responsibilities
- Conduct data collection (qualitative and quantitative) for base, mid and end-line surveys as well as ongoing project monitoring via phone, field visits and/or case studies.
- Conduct data entry and data cleaning as needed
- Support the coordination and facilitation of project learning and reflection events

- Support project to adhere to, and self-assess against, CRS’s MEAL Policy & Procedures as a minimum standard.
- Participate in and encourage an enabling environment for learning, and support key partners to establish enabling environments for learning.
- Assist project teams in conducting monitoring field visits to validate beneficiary selection process and accuracy of submitted data.
- Work to maintain, organize, and review program files to check for accuracy, completeness and consistency.
- Verify reported data provided by project teams, to ensure accuracy.
- Work closely with local partners to ensure monitoring documents and data are reported in a timely way.
- Work with partners to ensure they understand how to use monitoring tools correctly.

Administration and Compliance:
- Maintain the project’s compliance with CRS policies and procedures, including those of administration, procurement and finance.
- Ensure the project’s compliance with donor specific regulations.
- Manage administration and filing systems for the project in Gaza, including completed surveys, monitoring records, etc.

Communication:
- Provide adequate communication with all project staff to enhance their understanding of CRS guiding principles, CRS operating procedures and CRS JWBG strategy.
- Share project related information proactively and as requested with CRS Head of Programs and colleagues.

KEY WORKING RELATIONSHIPS:
Supervisory: None
Internal: Project Officers, Assistant Project Officers and Project Coordinators, MEAL Manager, Chief of Party, Deputy Chief of Party, Head of Programming.
External: Local partner organizations, community leaders, and other local actors.
Position Requirements and Qualifications

Technical/Professional:
- University degree required in international development, statistics, sociology, economics, or related field;
- Minimum of three years’ work experience in monitoring and evaluation of humanitarian and development programs, preferably with an international NGO and with USG-funded projects;
- Experience in community mobilization, organization and mediation among local actors using participatory methods;
- Excellent language and communication skills both written and oral in English and Arabic;
- Experience with statistical analysis and/or qualitative research;
- Knowledge of MS Office;
- Ability to prioritize work, often with competing priorities and demands;
- Proven ability to develop progress reports;

Physical Requirements/Environment
- Able to be based in Gaza office;
- Able to work in a normal office environment with daily travel to the field and visiting partners.
