Location: Gaza Field Office
Reports To: MEAL Manager
BACKGROUND:
Catholic Relief Services is an international humanitarian agency of the Catholic community in the United States and has been present in the Jerusalem, West Bank, and Gaza since 1961. The CRS JWBG country program currently supports development/relief programs and activities in the sectors of civil society, humanitarian assistance, youth development, education, and peace & justice. JOB SUMMARY:
CRS is seeking a Monitoring, Evaluation, Accountability, and Learning Project Officer (MEAL Officer) for a 5-year, USAID-funded project. As a member of the program quality team working in the area of Monitoring, Evaluation, Accountability, and Learning (MEAL), the MEAL Officer’s primary function is to support the development and design of a comprehensive, cost-effective and user-friendly MEAL system that will lead to improved program quality, beneficiary accountability, and donor reporting. The MEAL Officer will work with program staff and partner staff to implement the MEAL system, providing oversight, guidance, and capacity building in MEAL as needed to ensure that CRS and donor MEAL requirements are met. The MEAL Officer will also have coordinating responsibility for all Information and Communication Technologies for Development (ICT4D) applications to programming.
PRIMARY RESPONSIBILITIES
MEAL Design & Implementation
- Support the participatory design of CRS/JWBG MEAL systems and MEAL Operating Manual.
- Develop data collection tools (quantitative and qualitative) for assessments or project monitoring
- Lead or coordinate data collection (quantitative and qualitative) processes for assessments, regular project monitoring, and internal evaluations
- Supervise data entry (if needed) and ensure data cleaning
- Analyze project and assessment data (quantitative and qualitative)
- Coordinate or conduct regular field monitoring visits
- Support project to adhere to, and self-assess against, CRS’s MEAL Policy & Procedures as a minimum standard.
- Verify reported data provided by project teams, to ensure accuracy.
- Maintain accurate indicator performance tracking table (IPTT) on a monthly basis
- Participate in data interpretation processes
- Facilitate reflection on key issues and themes to identify gaps in knowledge and to improve project and program performance and impact.
- Provide oversight to the beneficiary feedback & accountability mechanisms (e.g. hotline, email address)
Staff & Partner Capacity Building
- Train CRS and partner staff on data collection tools and processes prior to assessments, surveys, or evaluations
- Participate in and encourage an enabling environment for learning, and support key partners to establish enabling environments for learning.
- Provide leadership, guidance and support to program staff to develop more strategic approaches to M&E.
- Work closely with local partners to ensure monitoring documents and data are reported in a timely way.
- Work with partners to ensure they understand how to use monitoring tools correctly.
Cross-Cutting Program Support
- Lead coordination of all ICT4D applications in programs, such as use of iPads, iFormBuilder, Zoho Reports and other ICT4D tools.
- Assist project teams in conducting monitoring field visits to validate beneficiary selection process and accuracy of submitted data.
- Support programs to apply MEAL findings and lessons learned in their activities
Donor Reporting & Representation
- Manage donor management information systems, including USAID’s Geo-MIS and TraiNet, updating data on a quarterly basis.
- Ensure compliance to donor data quality standards and other donor MEAL requirements
Supervisory Responsibilities
- Effectively supervise the Assistant MEAL Project Officer in accordance with CRS Performance Management system.
- Ensure the timely implementation of all Performance Management steps, including Performance Development Plans, Coaching, and Performance Appraisals.
Communication
- Develop good working relations with all Project Offices; exchange information and experience; contribute actively to a MEAL learning community within CRS.
- Communicate and disseminate information on CRS MEAL standards, policies, practices and indicators

Supervisory: MEAL Assistant Project Officer
Internal: MEAL Manager, Head of Programming, Chief of Party, Deputy Chief of Party, Gaza programs staff, IT Officer, Finance Manager, Operations Officer

POSITION REQUIREMNETS AND QUALIFICATIONS:
Technical/Professional:
- University degree required in international development, statistics, economics, sociology, or related field.
- Three to five years of progressively responsible work experience in monitoring and evaluation of humanitarian and development programs, preferably with an international NGO and with USG-funded projects.
- Thorough familiarity with principles and current approaches to M&E using both quantitative and qualitative methods.
- Thorough familiarity with the applications of ICT4D for programming or M&E purposes
- Demonstrated M&E field experience; skilled in collecting, manipulating, synthesizing and analyzing data.
- Understanding of donor expectations and trends for M&E.
- Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods.
- High level of English-language proficiency (speaking, reading, writing).
- Excellent analytic and computer skills; skilled in MS Office Suite including Word, Excel, Outlook, PowerPoint and Access.
- Experience with management information systems.

- Able to work in a normal office environment with daily travel to the field and visiting partners.
