Position Title: Project Officer II: Livelihoods
Location: Gaza
Reports To: Chief of Party

BACKGROUND:
Catholic Relief Services is an international humanitarian agency of the Catholic community in the United States and has been present in the Jerusalem, West Bank, and Gaza since 1961. The CRS JWBG country program currently supports development/relief programs and activities in the sectors of civil society, humanitarian assistance, youth development, education, and peace & justice. JOB SUMMARY:

CRS JWBG is seeking an experienced Project Officer (PO) II – Livelihoods for a 5-year, USAID-funded project. The PO II will work closely with CRS’ implementing partners to lead two key activities:
- A cash-for-work (CFW) project, providing conditional cash assistance through 3-month work opportunities in private sector, agricultural, community infrastructure improvement, and other areas.
- A cash-for-internship and cash-for-apprenticeship (CFI/A) project, providing Gazan youth graduates of university or vocational training paid 6-month internship or apprenticeship placements.
Under the supervision and guidance of the Chief of Party (CoP), the PO II will be responsible for project planning and implementation, timely and accurate reporting to the CoP, partner support, supervision of the CFW and CFI/A teams, project monitoring and evaluation, and representation of the project to the donor and other local stakeholders.

PRIMARY RESPONSIBILITIES

Project Management
- Coordinate all activities related to the project, including procurement, community mobilization, beneficiary selection and partner and employer relationship management.
- Provide technical oversight to CFW and CFI/A activities
- Monitor all aspects of the project, including implementation and expenditures.
- Utilize monitoring and evaluation tools to measure project outputs and impact.
- Maintain adequate administration and filing systems.
- Write reports in a timely manner.

Program Quality, Learning and Innovation
- Ensure adherence to CRS Program Quality standards
- Ensure accountability to project beneficiaries and local stakeholders
- Actively identify opportunities for innovation and project adaptation to improve impact.
- Take part in regular team, program and staff meetings.

Supervisory Responsibilities
- Effectively supervise the Assistant Project Officer for CFI/A and the Assistant Project Officer for CFW in accordance with CRS Performance Management system.
- Ensure the timely implementation of all Performance Management steps, including Performance Development Plans, Coaching, and Performance Appraisals.

Administration and Compliance:
- Ensure compliance with CRS policies and procedures, including those of administration, procurement and finance.
- Ensure compliance with donor-specific regulations.

Representation and Partnership
- Manage partnerships related to project implementation.
- Maintain external relationships beneficial to the project, including with businesses and business associations.
- Represent the project in relevant meetings.
- Host donor representatives and CRS visitors.

Key Working Relationships:
Supervisory: Assistant Project Officer – CFW, Assistant Project Officer – CFI/A
Internal: Chief of Party, Deputy Chief of Party, Head of Programs, MEAL Officer, other Project Officers, Assistant Project Officers, and Project Coordinators; Finance Manager; Grants & Compliance Manager
External: Local partner organizations; universities, employers and community employment organizations, project donor; community leaders
Position Requirements and Qualifications

Technical/Professional:
- Master’s degree in international development, business administration, economics, sociology, or related field.
- Minimum five years of progressively responsible work experience in the field of development, preferably with an international NGO and with USG-funded projects. Significant experience working on livelihoods or cash transfer projects required.
- Demonstrated experience in community mobilization and partner capacity building
- Excellent interpersonal and communication skills – fluency in English and Arabic (written and spoken) essential. Demonstrated skills in writing high quality English-language reports required.
- Proficient in ICT4D, MS Office Suite including Word, Excel, Outlook, and PowerPoint
- Self-motivated and able to work with minimal supervision
- Good organizational skills and ability to prioritize work and meet deadlines
- Strong supervisory skills

Physical Requirements/Environment
- Able to be based in Gaza office;
- Able to work in a normal office environment with daily travel to the field and visiting vendors.
