Gaza Improve Livelihoods and Enhance Economic Development (ILEED) Program

Overview:

Global Communities is seeking a CSOs/ Basic Service Providers Capacity Building Specialist for the USAID Improve Livelihoods and Enhance Economic Development (ILEED). This five-year, up to $60 million program will focus on promoting resilient livelihoods in Gaza and give households the tools they need to cope with recurrent crises.  ILEED will engage both the demand and supply actors within the conflict affected market system. Programs and activities will support the production of and access to basic products and services that community entrepreneurs are already engaged in producing and providing, as well as encourage community entrepreneurs to fill critical service gaps with localized solutions. ILEED will also work to increasing access to resources and basic commodities to support community development and resilience.

Position Summary:

Global Communities is seeking a dedicated CSOs/Basic Service Providers Capacity Building Specialist who will work closely with the Community Development and Resilience Team Lead (CDRTL) to support all aspects of capacity building for targeted civil society organizations and basic service providers. Strong coaching, training, and facilitation skills are required for this position, as well as expertise in developing strategies, tools, and frameworks to empower these organizations in accessing resources, strengthening their capacities in governance, financial management, service delivery, and strategic planning, while enhancing their networks and linkages.

 Responsibilities :

  • Participate in developing and implementing capacity-building activities’ action plans.
  • Assist in preparing internal documents and tools required for implementation.
  • Collaborate closely with other team members to effectively roll out program activities.
  • Assist in Conducting assessments to identify gaps in CSOs' organizational capacities and develop tailored development plans.
  • Conduct regular field visits to CSOs to assess the implementation of project activities and provide technical support.
  • Support CSOs in developing job descriptions and selection criteria for the participants of Cash for Work (CfW) activities within their organizations.
  • Participate in evaluating CfW participants, ensuring alignment with the needs of both CSOs and the community.
  • Provide the needed technical support to the CfW participants, and ensure they receive adequate training and support to effectively contribute to CSO operations.
  • Monitor and evaluate the impact of grants on CSO service provision and development.
  • Design and facilitate/ Deliver capacity-building programs tailored to the needs of CSOs, focusing on management, governance, and service delivery. 
  • Provide guidance on financial planning, budgeting, and resource management to CSOs. 
  • Promote and facilitate the development of networks and partnerships between CSOs and other local stakeholders, including NGOs, and private sector actors, to enhance service delivery and sustainability. 
  • Cooperate with MEL team to implement monitoring and evaluation frameworks to assess the effectiveness and the impact of the program’s grants and capacity-building initiatives on CSOs’ service delivery. 
  • Ensure timely and accurate reporting of the program activities, including challenges, success stories and lessons learned.

Job Requirements

Qualifications :

  • Bachelor’s degree in business administration, economic, or another related filed.
  • At least 5 years of experience in capacity building, organizational development, or related roles with civil society organizations or service providers.
  • Demonstrated experience in the community development, with a strong understanding of the local context.
  • Proven experience in coaching, training, and facilitation to strengthen organizational capacities.
  • Strong understanding of governance, financial management, service delivery, and strategic planning within civil society organizations.
  • Experience in conducting needs assessments and developing customized capacity-building plans.
  • Ability to develop strategies, tools, and frameworks for capacity development and resource access.
  • Excellent communication and interpersonal skills with the ability to collaborate effectively with diverse teams and stakeholders.
  • Strong monitoring and evaluation skills to assess impact on service provision and organizational growth.
  • Proficiency in MS Office applications and other project management tools.
  • Professional working proficiency in English.
