The Arab Hotel Association (AHA) is non-profit, officially registered organization representing Palestinian hotels throughout the Holy Land and assisting other related tourism associations in Palestine. Its mission is to represent Palestinian member hotels and to ensure that our members are having the environment to evolve and to open opportunities based on strategic priorities of the hospitality industry in the fields of finance, technical assistance, policy management and marketing service.

The YWCA of Jerusalem is a membership-based women organization registered locally as a non-governmental organization. The YWCA works under four main thematic areas: Women's Economic Development, Women’s Rights Programs, Youth Leadership, Training and Civic Engagement as well as Children Education and Cognitive Learning

Currently AHA and YWCA Jerusalem are implementing a project called: Building the capacity of youth in Jerusalem to participate in attracting tourism and providing hospitality services within the context of the pandemic. This program is part of Skilled Young Palestine (SYP) project, implemented by the Ministry of Labour and the Belgian development agency – Enabel funded by the Government of Belgium”.

The main specific objectives of the project are: 

  1. Building the technical capacity of 20 young people in Jerusalem in the hospitality sector (hotel reception and facilities), and preparing them for employment, considering the COVID-19 Health and Safety requirements
  2. Upgrading the capacity and skills of 20 young people who have worked in the tourism business with the new guidelines and procedures to ensure health and safety during the COVID-19 pandemic

AHA and YWCA of Jerusalem are seeking a highly qualified Consultant or Firm for the following position: Developing training curricula and/or implementing part of the training component.

The Curricula Development Specialist will be responsible for planning, designing and developing the highest quality content that aligns with project main specific objectives. The curricula should be developed based on the Complex Task Approach (Problem-based learning) where it reflects the real needs and (problems= actual working environment and situations) of the labour market and ensuring integration between the TVET institution training and the WBL in the field. The Curricula Development Specialist must have the experience and sufficient knowledge about the approach with its specific tools and training methodologies that must be applied during the training.

The Curricula Development Specialist will work closely with the projects’ team in discharging the following tasks:

  • The first training Package:

Building the technical capacity of 20 young people in Jerusalem in the hospitality sector (hotel reception and facilities), and preparing them to employment, considering the COVID19 Health and Safety requirements

This program will target young high school graduates who are interested in employment within the hospitality service sector. 20 youth aged (18-29) will receive 300 training hours, 100 hours of which are work based learning hours to be conducted in local hotels.

  • The second training package: 

Upgrading the capacity and skills of 20 young people who have worked in the tourisms business with the new guidelines and procedures to ensure health and safety during the COVID-19 pandemic 

Targeting youth who already have training or experience in the hospitality service sector. 20 youth aged (18-29) will receive 150 training hours, 50 hours of which are work based learning to be conducted in local hotels. 

Duties include:

  • Identify any gaps or any shortcoming which may affect the training courses developed from the curricula.
  • Make recommendations about how best to deliver the curricula to the proposed target groups, including recommendations about the most effective training strategies, methodologies and tools.  
  • Bring lessons learnt and best practice from the curricula developed after completing the training program and highlight recommendations for next phases if any.
  • Meet with program trainers if required and provide additional support which will shape effective training for the beneficiaries targeted by the training programs.
  • Work closely with AHA and YWCA to deliver on the agreed tasks.
  • Nominate a pool of trainers to participate in the training program. 

Deliverables and timeframes: The consultant /Firm will perform the expected tasks within a period of two months from 16 August 2021 to 15 October 2021

  • Facilitate a half day de-brief meeting to share findings and recommendations curricula Review with AHA and YWCA team. 
  • Designing curricula to include outcomes, assessments and appropriate recommendations in both soft and hard copy in English and Arabic.
  • Receive and address Ministry of Labour comments on the developed curricula.
