Title: Data Analysis Specialist
Reports to:M&E and Communications Director
Location:Tetra Tech Communities Thrive Ramallah Office

BACKGROUND

The USAID/WBG Communities Thrive project will focus on 55 municipalities located in the West Bank and will aim to improve municipal revenue streams and fiscal management of local government units (LGUs), increase the accountability and transparency of local governments, enhance delivery and management of the municipal services and the effectiveness of local governments’ operations, and improve the regulatory and policy framework for municipal governance. 

ROLES AND RESPONSIBILITIES
In close coordination and collaboration with the M&E and technical teams, the Data Analysis Specialist will manage and exploit project and stakeholder data to contribute to Community Thrive’s technical implementation, performance monitoring, and communications activities and ultimately support the program’s objectives.  

MAIN RESPONSIBILITIES AND TASKS:

Technical Support

-Collect, mine, analyze and interpret datasets (from the project and stakeholders)
-Identify and present significant findings, trends, and process improvement opportunities for project and external audiences
-Develop and use dynamic ways to present data, including narrative reports, data visualization and dashboards.
-Support the design, use, and maintenance of project databases
-Build capacity of project and municipal staff to identify and share data for project and stakeholder purposes
-Contribute to project data collection and data entry
-Contribute to M&E, communications, and learning activities in the project

Quality Assurance and Reporting

-Provide inputs for regular reporting to USAID, as well as other inputs as requested by the M&E and Communications Director or the COP; and
-Support the M&E and Communications Director in ensuring that USAID and Tetra Tech rules and regulations are followed and that contract deliverable requirements are met. 
-Contribute to the data quality assurance process
-Provide support to communications team.

Other

Contribute to team effort by undertaking additional tasks and responsibilities as requested.

The current job description will be periodically revisited as needed to reflect current realities and project needs.  Amendments can be added to that effect.

QUALIFICATIONS: (MINIMUM REQUIREMENTS)

-At least 10 years of experience of relevant work experience involving data models, data mining, and data visualization.
-MA in finance, statistics, math, marketing, or computer science or BA in similar fields with 5 years relevant work experience;
-Strong analytical problem-solving and creative thinking skills, with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy.
-Knowledge of statistics and experience with statistical packages for analyzing datasets (Stata, R, and/or SPSS), plus with computer systems and databases.
-Ability to build effective working relations with partners and experience in presenting findings in written and visual form.
-Ability to work independently and as part of a team, accept responsibility, and be extremely discrete with sensitive information. 
-Experience on USAID-funded projects is preferred. Fluent in Arabic, excellent English speaking and writing skills.
