Data Quality and Analysis Officer

We are looking for a Statistician, economist or social scientist class to provide quality assurance to research and data processes within Oxfam's programme in Gaza.
The Role will involve providing qualitative and quantitative analysis to support timely decision-making. Also the jobholder is expected to provide quality assurance to research and data processes in the programme. The jobholder should be able to demonstrate his / her experience in research methodologies, gender analysis, and social development techniques. Excellent report writing skills and influential communication is a must for the Data Quality and Analysis Officer role.

To provide technical support to programme and policy staff in developing and generating evidence to inform planning and implementation
To provide quality assurance to research and data processes in the programme
To provide qualitative and quantitative analysis to support timely decision-making
REPORTING LINES:

Works with: Head of Gaza Programme, Gaza Office; Programme Managers, MEAL staff, Policy Coordinator.
BACKGROUND: Oxfam in Gaza leads a multi-sectoral programme estimated at GBP 9 million for 15/16 financial year, focusing on Social Protection and Food Security, Economic Justice, and Water and Sanitation,
DIMENSIONS:
-Specific technical/professional knowledge of their area from formal training and/or work experience.
-Problems are not repetitive, but not totally novel.
-Recommending changes to processes and driving changes in practice together with senior
managers.
-Ability to influence colleagues through strong technical skills and track record.
-Collate information from a wide range of well-defined sources.
-Develop data dissemination plans and implement (e.g., summary reports, graphs, and maps).
-Communication is largely with internal staff and partners, (including internationally) also with
some external contacts and target audiences to support operational work.
-Analysis and communication of some complex information at a simple level is required to a
wide audience to promote and influence.
-Plans work up to one year ahead.
KEY RESPONSIBILITIES:
Provision of qualitative and quantitative analysis to managers to support evidence-based problem-solving and decision-making
-Lead and deliver processes to compile/provide analysis from primary and secondary sources on key issues and themes for managers (e.g. context monitoring data, sector data)
-Provide routine economic analysis on specific issues including programme results
-Provide critical analysis on strength of evidence used for decision-making and identify
weaknesses and gaps to be addressed across the country programme
Lead statistical quality assurance of research and data collection processes/data audit for Oxfam and partners’ work in Gaza
-Supervise relevant MEAL processes, supporting MEAL staff to review data use and analysis e.g. beneficiary counting methodologies
-Lead on the Global Output Reporting process for Gaza addressing complexities in reporting to different formats
Drive delivery on key research and evaluation processes
-Coordinate various working groups to ensure quality research processes, linking with external Oxfam expert staff to do so
-Coordinate the Gaza evaluation working group and provide support to programme managers on key evaluation projects e.g. 3-year evaluation for the economic development programme
Capacity-building support to programme and MEAL staff on use of data and evidence
-Provide technical support to Oxfam programme staff on how to use evidence and analysis (quantitative and qualitative analysis) for accurate reporting
Gender
-To ensure that all analysis and research is carried out in a consultative, participative and gender sensitive way and to ensure this is articulated well in proposals and reports.
SKILLS AND COMPETENCE: Essential
-Statistician, economist or social scientist educated to Masters Level
-Demonstrated experience of providing economic and statistical analysis to senior
management using both primary and secondary data
-Good knowledge of a range of research methodologies and experience of their
application in a low-resource setting
-Understanding of gender analysis and other social development techniques
-Ability to communicate and influence effectively within teams and individuals
-Excellent writing/report-writing skills in English and Arabic
-Experience of coordinating/project managing specific projects
-Ability to work independently based on agreement of joint workplan with line manager
-Good team-working and facilitation skills
- Fluency in written and spoken English and Arabic
-Strong commitment to Oxfam’s values
Desirable
-Knowledge of the aid/development sector
-Experience of building the capacity of others in analysis and report-writing
