Introduction
Al-Quds Open University (QOU) and Educational Sciences Faculty & Ramallah Women Training Centre ( ESF &  RWTC) – UNRWA have jointly received a grant from the Quality Improvement Fund (QIF)- Ministry of Education and Higher Education and funded by the World Bank and the European Commission to implement a joint  project entitled Establishing Web Educational Video Library for the Teaching-Learning Situations to Support the Teachers Education Programs at Al-Quds Open University (QOU) and Educational Sciences Faculty & Ramallah Women Training Centre ( ESF &  RWTC) - UNRWA, and intend to apply part of this grant for the selection and employment of  a highly qualified Database Developer for developing the website for  Educational Video Library for both QOU & ( ESF& RWTC ) according to their policies .
 
Assignment Objective:

Al-Quds Open University (QOU) and Educational Sciences Faculty & Ramallah Women Training Centre ( ESF &  RWTC) – UNRWA are considering the selection of  a highly qualified Database Developer,  to be  part of the small core staff,  contributing  for the  implementation of  the fifth  phase of the project under the supervision of the project director and the project administrative committee to design and develop a special website for educational video library, and to export 63 educational short films in format that is compatible to common media players and in a format that is compatible with all well-known online viewing( streaming ) and downloadable  from the  special website for authorized people only .
 

      Database Developer
Local Consultant

Main Tasks and Responsibilities :
 
-Design, develop, deploy and maintaining optimized databases.
-Being responsible for the overall health and integrity of all project product’s schema.
-Analyze data that needs to be stored and retrieved for product enhancements.
-Representing enhancement needs as entity – relationship diagrams and supplemental data dictionary specifications.
-Participate in conceptual, logical and physical design of product enhancements.
-Work with database programming to implement complex databases designs
-Maintain distributed data models for current , future and prior software releases
-Analyze existing structures and recommendations for schema improvement
-Maintain internal SQL repository of design artifacts.
-Act as a technical content person on all aspects of all database during development and after deployment of product releases.
-Provide ongoing consultation and documentation on the design , accessibility and maintenance of database systems.
-Work with analysis team to create and maintain formal database documentation
-Identify and procure database software tools that enable efficient database development and use.
-Perform tuning of Oracle Parameters like SGA, PGA, Buffers, PAE and AWE, and profile and monitorg SQL through a variety of tools and applications.
-Mentor and help other team members to learn.

Qualifications & Experience :

-Minimum of Bachelor degree  in Software Engineering , Computer Science or related field
-Minimum of  5 years hands on experience designing and implementing database solutions
-Advanced experience, certification and training or skills in Oracle Certifications and applications.
-Strong background in streaming technologies and audio, video formats.
-Understanding of customer requirements.
-Excellent communication skills (both verbal and written ).
-Ability to work individually and in a structured team .

Deliverables:
-Final optimized data base with data dictionary specification.
-Final completion report include the consultant recommendation for schema improvement , data analysis and structure.
