Background:
Under the guidance and direct supervision of the Project Manager, Database monitoring and IT Support Assistant will design, develop and maintain all land development programme portal components in additional to IT support to other UNDP offices in WB in close collaboration with the Project team, implementation unit and the partner implementing organizations to achieve the best implantation of the programme and to achieve all of its goals and objectives.
The Programme that is implemented by UNDP/PAPP is seeking qualified candidates for Database monitoring and IT Support Assistant Position. The vacancy post will be part of the  Project Management Office based in Al-Arroub and Ramallah and under the direct supervision of the project manager.

Description of Responsibilities:


-Plan, Manage and maintain the programme existing database and local networks and Monitor the day-to-day status of the database and continue back-ups for database, system source code and configuration.
-Analyze and solve application and database related issues
-Configure Application Server and install system on it.
-Plan and implement any new features required while implementing the project
-Web based applications upgrade plan, including the time schedule requested for implementation and customize the system.
- Create new customized reports or upgrade existing report for existing system
-Verify, review and approve the data entered to the database by different users.
-Assure the project manager that all the entered data fits with the programme requirements, procedures, criteria and standards.
-Ensure that all users of the system are trained and capable of feeding, retrieving and using the system
-Provide all the required technical support in the field of Geographical Information System (GIS) including field work and projects and maps produce., and produce maps by using GIS application to be utilized in the reports
-Assist the programme staff in designing and developing several kinds of reports abstracted from the available database.
-Provide the partners with technical assistance for the activating and functional of the programme database in district offices and headquarters.
-Check all hard and soft ware and procure all necessary programs to keep the system functioning.
-Strength communication between the programme and the MoA headquarters, Agricultural district offices, Partner organization headquarters and regional offices to ensure the efficient updating of data through regular and ad hoc visits and follow up.
-Monitoring progress achieved on activities under programme  components, this includes data related to performance indicators agreed upon between UNDP and Donors
-Monitoring progress achieved on activities under the project against implementation schedules developed for each activity to ensure progress as planned;
-Provide the project staff with the needed data in order to measure the inputs, outputs and outcome indicators;
-support the programme staff in designing data collecting tools, collecting and analyzing data with respect to the achievement of the agreed upon performance indicators;
-Providing the Project Manager with regular and up-to-date related information on the progress towards meeting the interim activities’ benchmarks and the overall project objectives;
-Participating in the preparation of periodic progress report, mid-term and Implementation Completion Report;
-Conduct field visits, in collaboration with project team to verify the collected data and Identification and formulation of lessons learned from monitoring visits to be integrated into project knowledge management efforts.
-Provides inputs for reporting , focusing on achievement of the following results:
-Produce and drive graphs, charts and field visit reports to utilized in the reports and presentations
-Provide administrative, management, and implementation support to the Project Team in their daily task, this will include, preparing letters, faxes in English and Arabic, copying, filing, editing, formatting, central record keeping, data input and UNDP/PAPP systems follow-up and processing.
-Liaise with counterparts and project staff for any requirements regarding programme coordination tasks (especially for arranging meetings, request documents, etc).
-Maintain close cooperation and coordination with other implementing agencies in target locations.
-IT supports to other UNDP offices in WB
-Perform other relevant duties as assigned by the programme management.

Qualifications :

Education:
- Bachelors Degree from an accredited university in Computer Sciences, Engineering, MIS or any related field.

Experience:
-Minimum of 5 Years Experience in Related Work
-Strong technical and organizational skills and demonstrating increasing responsibility.
-Knowledge in database management, replication and security database migration.
-Advanced experience and knowledge of web based development, database analysis, and GIS systems.
-Good Technical Writing skills ASP.net : Developing asp.net Complete web applications
-SQL Server 2005 or later : Developing database with well known in Stored Procedures And Functions,
-Windows server: Good Experience in windows 2003 server configuration.
-Knowledge in Arcview &  ArcGIS and/or other related applications
-It is an advantage if the candidate has dealt with large database systems
-Ability to work under pressure.
-Ability to work within a team Good Time Management.
-Good Communication skills.
-Experience with UN Agencies is an asset
-Knowledge of UNDP’s rules, regulations, and procedures is an asset

-Good English communication skills (written and oral)
