Job Description
Postion Title:Data Base Officer
Postion Type:Regular Employment -full Time
Location:Gaza Office
Duration:One Year with possibility of extension.

Mercy Corps is a non-profit, non-governmental international humanitarian and development organization, registered in the United States and Scotland with offices in more than 40 countries around the world, including the West Bank and Gaza, where the organization has been active in implementing relief and development programs for over a decade. Mercy Corps ‘West Bank and Gaza’ has staff based in East Jerusalem and Gaza City offices that implement programs throughout the Palestinian territories.
The Database Officer will be responsible for helping to develop and maintain the data and information management systems required to collect, manage, and report on all data that are an integral part of programs funded by a diverse set of donors. Management systems will be done in coordination with the DM&E Officer and Coordinators as directed by the Senior M&E Manager. The DME department works with the project teams including: Cash for Work, Psychosocial Support, Education, ICT and SME.
Main Responsibilities:
1-Work with Senior M&E Manager, external developers and internal ICT expertise to develop appropriate systems for data management
2-Work cooperatively with Mercy Corps staff to coordinate the flow, quality, and accessability of continuous data from various programs and partners
3-Responsible for management of data collected through varied formats (such as surveys), including preparing data entry templates, supervising the accuracy of data entered from completed forms, generating reports and analysis
4-Enable all systems to have quality, timely reporting available
5-Be responsible for data entry duties related to Cash for Work beneficiaries’ data and Cash for Work beneficiaries’ payments ensuring that all are prepared and ready to print for cheques.
6-Liaise and coordinate with other Mercy Corps departments as needed.
7-Coordinate with partners and USAID to ensure harmonious data collection and reporting systems.
8-Assist with data entry as needed..
9-Ensure that all systems developed are continually maintained, functioning, and serving programmatic, management, and donor needs.
10-Performance of work beyond normal office hours as required, without additional compensation.
11-Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
12-Any other duties as required by the Senior DME Coordinator.
SUPERVISORY RESPONSIBILITY:
The Database Officer will supervise the database .
ACCOUNTABILITY
REPORTS DIRECTLY TO: Senior DME Coordinator & DME Team
WORKS DIRECTLY WITH: Program teams
KNOWLEDGE AND EXPERIENCE:
1-University degree in relevant field, in computer sciences, database management/ programming or administration
2-Minimum 3 years’ experience managing or designing databases or other information systems and advanced Excel skills
3-Demonstrated skills in training, capacity building, and mentoring
4-Very Good basic math and analytical skills as well as a general knowledge of statistical or monitoring and evaluation principles
5-Former experience in field survey/data collection techniques, data entry, data verification, and analysis beneficial
6-Computer literacy in MS Access and other MS Office packages including Excel, and Power Point is essential
7-Understanding of the social, political, and economic context of Palestinian territories, especially in the Gaza Strip.
8-Good English language skills.
