Duration:One Year with possibility of extension.

Mercy Corps is a non-profit, non-governmental international humanitarian and development organization, registered in the United States and Scotland with offices in more than 40 countries around the world, including the West Bank and Gaza, where the organization has been active in implementing relief and development programs for over a decade. Mercy Corps ‘West Bank and Gaza’ has staff based in East Jerusalem and Gaza City offices that implement programs throughout the Palestinian territories.
The Database Officer will be responsible for helping to develop and maintain the data and information management systems required to collect, manage, and report on all data that are an integral part of the broader Palestinian Community Assistance Program. Database development, implementation and monitoring will be done in coordination with the DME Officer and Coordinators as directed by the M&E Director. The DME department works with the project teams including: Cash for Work, Psychosocial Support, Education, ICT and SME.
ESSENTIAL JOB FUNCTIONS:
Database system
1-Work with M&E Director , external developers and internal ICT expertise to develop appropriate systems for data management related to progress of programs, indicators and beneficiaries of the PCAP program
2-Contribute in the initial design of the database, and initiate the actual design in the appropriate software , test and implement in guidance and coordination with DM&E Director, DM&E Officer and the concerned sector
3-Orient the DM&E Coordinators, M&E Assistant and the concerned program staff in the use and proper application of the database system, including data entry methods, navigations, use of report queries and so on.
4-Develop appropriate reporting queries in the database for monthly and quarterly reporting of progress data.
5-Orient /train staff of partner organizations (CRS,CHF and Sub-grants) to use the database systems, where applicable and where use of same nature of database is required, and ensure that data are regularly entered as per the guidance provided by the Mercy Corps.
6-Take responsibilities for any trouble shootings and fix the problem in coordination with IT and concerned.
7-Ensure that at the end of each month data are fully entered and compiled into databases from DM&E Coordinators, program staff and partner organizations, and the compiled reports (from running queries) are submitted or handed over to the DM&E Director, and Officer for further analysis and reporting to the GEO-MIS and the management.
8-Take responsibilities for the on-going maintenance and improvement of the database system including use of server system for data entry and compilation from different users.
Program periodic surveys and monitoring
1-In coordination with DM&E Director, Officers and the Program staff, develop suitable data-entry applications for survey processing data
2-Orient data –entry personnel (social-workers or hired data entry people depending on volume of survey) to appropriately enter data and quality check in the designed survey data entry systems.
3-Compile data from different data entry persons into one database and provide to the DM&E Director and Officer for further processing of data and analysis.
GEO-MIS System/Trai Net
1-Train DM&E Coordinators, M&E assistant (s) and social workers in the use of GPS units to collect GPS data of program locations
2-Collect GIS coordinates of relevant program:
3-m locations either by available web-sites, GEO-MIS information or directly collecting from the program locations
4-Upload GPS X,Y coordinates in the GIS- MIS of USAID and ensure that the GIS MIS is in the position to produce maps clearly showing the locations of PCAP infrastructure and other relevant programs .
5-Supervise TraiNET Data Entry and compilation . Advise program staff and M&E to appropriately collect and compile the data in the prescribed forms and formats
Other
1-Performance of work beyond normal office hours as required, without additional compensation.
2-Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
3-Any other duties as required by the DME Director.

KNOWLEDGE AND EXPERIENCE:
1-5 years experiences in the similar field. At least 3 years of experiences in managing and developing database programs in International Organization at similar level.
2-Excellent knowledge in developing database software in MS access or other suitable plate-forms for the development programs. Practical experiences on server based data management
3-Bachelor degree in information technologies, or computer science with focus on software development
4-Good knowledge of English and fluent in Arabic language
