Background:
In its second phase (2012-2016), the DEEP will be executing an intervention involving 35 local regional and international implementing agencies, 12,000 Palestinian families, and 50 million USD worth of investments in the form of seed capital grants and revolving micro-finance funds. This will require the expansion and organization of the project team to function within a more controlled environment that ensures the application of good practice in results based management including the establishment and alignment of financial, planning, monitoring, and extension systems within the project implementation unit. Consequently, the program will require the hire a Capacity Development Coordinator.
Under the general guidance of the DEEP Programme Manager and the direct supervision of the DEEP Grants Manager, the Capacity Development Coordinator, will manage the capacity development component for the governmental and nongovernmental, and will help in develop manuals and implementation tools to achieve the best implantation of the project and achieve all of its Goals and Objectives.
The Capacity Development Coordinator will help the Programme Manager in implementation of the capacity development component with the support of the project staff and works in close collaboration with the DEEP Grants Manager for the West Bank and Gaza.
The DEEP project which is implemented by UNDP/PAPP is seeking qualified candidates for the Capacity Development Coordinator Position in Ramallah. The vacancy post will be part of the UNDP’s Project Management Office (PMO) based in Ramallah and Gaza.
Description of Responsibilities:
Summary of key functions:
- Assist in the Implementation of project strategies and policies in the CD component of the project.
- Implementation and follow up the Capacity Development Component of the Project.
- Provision of advisory services, technical assistant to the partner NGOs, MFIs and Government.
1-Ensures implementation of project strategies focusing on achievement of the following results:
- To assist in the development of different tools and systems needed to synchronize, standardize, and reform the CD component.--
- To support the development of new technical products and tools those are suits and applicable for the National case.
- To promote the DEEP thinking related to poverty alleviation tools, methods from a sustainable livelihood through CD and Knowledge.
2-Participates in the effective implementation of the sub-component (Capacity Development Component) of the Project within the practice area specialization assigned focusing on quality control from formulation to implementation of the project achieving the following results:
- Work on organizational and capacity needs assessment of the various partners involved in implementation and overseeing DEEP, including PMO staff.
- Lead the implantation of CD component of the DEEP programme to all partners at the national level.
- Lead the CD component which target the Ministry of Social Affair MoSA and control the relationship with the related MoSA staff.
- Finalize with the rest of the team, the Request for Proposals (RFP) and agreements for the capacity development component of the DEEP.
- Review of proposals submitted by NGOs to the PMO.
- Establish monitoring and evaluation systems for partners implementing the capacity development component.
- Keep abreast of capacity development projects/programs relevant to DEEP.
- Coordinate and conduct training workshops and technical assistance support for NGOs and MFIs implementing DEEP activities.
- Collect relevant information for PMO staff to keep abreast of development and thinking on poverty alleviation
- Liaise with relevant national and international organizations upon request from the PM.
- Assist in the preparation of annual work plans, budgets and setting of program targets.
- Assist with the preparation of monthly, quarterly and annual reporting.
- Perform relevant duties as assigned.
3-Participate in the advisory services, technical assistant and capacity development to the partner Institutions focusing on achievement of the following results:
- Support the Coaching of the implementing NGOs & MFIs on the best practices and the suitable tools and forms to meet families’ needs, market and NGOs & MFIs field of expertise.
- Any other duties as assigned by the Grants manager and the Programme manager to achieve project goals.
Impact of Results
The key results have an impact on the overall effectiveness and success of the project interventions and activities, and achieving the success implementation of the project microfinance component to reach all project goals and objectives.

Qualifications :
Education:
Master's degree in development, training/capacity building or related field.
Experience:
-Minimum of five years work experience focusing on training/capacity strengthening for civil society organizations.
-Familiar with agencies carrying out capacity building interventions
-Experience in monitoring and following up capacity building interventions
-Strong command of technical areas capacity building and institutional development for civil society organizations
-Computer literate.
-Excellent writing and reporting skills.
-Strong organizational and communication management skills.
-Good facilitating and empowering techniques.
Language Requirements:
Fluency in the English and Arabic.
