Background:
In its second phase (2012-2016), the DEEP will be executing an intervention involving 35 local regional and international implementing agencies, 12,000 Palestinian families, and 50 million USD worth of investments in the form of seed capital grants and revolving micro-finance funds. This will require the expansion and organization of the project team to function within a more controlled environment that ensures the application of good practice in results based management including the establishment and alignment of financial, planning, monitoring, and extension systems within the project implementation unit.

The DEEP which is implemented by UNDP/PAPP is seeking qualified candidates for the Finance Associate Position in Ramallah. The vacancy post will be part of the UNDP’s Project Management Office (PMO) based in Ramallah and Gaza and under the direct supervision of DEEP Grants manager.
 
Description of Responsibilities:
The Project Finance Associate reports to the grants manager and carries out the following:
-Establishing financial systems of the PMO in line with UNDP accounting and reporting policies and procedures.
-Support the Grants Manager with development of annual budgets according to UNDP financial management system and ensures accuracy of support documents for approval by HQ.
-Provides financial tracking, disbursement planning, cash flow analysis and project financing requirements.
-Provides inputs and suggestions on all project related aspects of project finances and administration, analyzes implementation approaches for soundness, feasibility, resource availability and cost implications.
-Develop financial policies and procedures for DEEP project.
-Ensures that payments, contract management, recruitment of personnel and local consultants, procurement of services and goods, asset management and disbursements of funds are undertaken according to financial rules and regulations.
-Ensures timely submission of supporting documents for processing of staff and sub-contract payments, awarding and amending of contracts.
-Manages subcontracts and other project-related transactions, ensuring updated records.
-Drafting contracts with partner intermediaries.
-Tracking funding to partner intermediaries and maintenance of loan accounts for MFIs.
-Maintains records of project files and other support documents in hard and soft copies;
-Monitors project financial situation and analyzes transactions to ensure conformity to the agreed project results, outputs, objectives, budget and work plan.
-Advises Project Management of budget development
-Manages and supervise administrative paperwork required for project implementation
-Ensures smooth project implementation in line with financial rules and regulations; specific focus on Audit requirements.
-Maintains close communication with other finance/admin staff to ensure constant exchange of best practices and standardization of approaches.
-Follow up on all expense payments, contractors payments to ensure completion.
-Report expenses, financial transactions and budget comparisons.
-Prepares monthly, quarterly and annual financial reports and liaise with external auditors.
-Maintain legal and administrative of compliance of the PMO.
Other relevant duties assigned by the Project Management.

The key results have an impact on the success of project within specific areas of cooperation. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets, and achieving the success implementation of the project sub-component to reach all project goals and objectives.

Qualifications :
Education:

BA Degree in Accounting, Financial Management or related field from a recognized university.

Experience:
Minimum 6 years of working experience in accounting/finance; preferably in international donor/NGO programmes and projects.
Excellent computer literacy, including Microsoft Word, Excel and PowerPoint. Knowledge of other relevant software is an advantage
Ability to work in a team, creative and problem-solving disposition, willingness to take initiative, good inter-personal skills.
Accuracy at work, attention to details and sensitivity to priorities
Ability to work under pressure, to meet deadlines, and handle multiple tasks simultaneously and accurately.
Ability to carry out tasks independently.

Language Requirements:
Fluency in the English and Arabic.
