Deputy Area Manager - Gaza
The Deputy Area Manager (DAM) supports the Area Manager in the overall management and oversight of programs and strategic initiatives in the Gaza area. The Gaza Deputy Area Manager (DAM) is responsible for leading the planning and execution of CARE programs including the emergency response ensuring integration, coordination, and technical quality at all times. The Deputy Area Manager is the primary focal point responsible for line management of Project Managers, Project or Project Officers where PMs are not on board. This role contributes significantly to the program and emergency response planning ensuring quality implementation, in close coordination with the Area Manager, the technical core Competency Specialists in areas of expertise. This role is also expected to ensure efficiency in resource allocation.
The role also deputizes and covers for the Area Manager during extended periods out of the mission.
Job responsibility #1: Strategy development to ensure Area specific inputs to the overall Palestine CO strategy
- Ensure the strategic development of the Area Office program including the emergency/humanitarian programs based on CARE global expertise and contextual needs analysis, contributing to the CARE Palestine Country Strategy.
- Provide area specific input relevant for response strategies
- Work with Project Managers/PCs/POs to develop programmatic strategy for both emergency and transitional responses and, in turn contributing to the Core Competencies strategies with the technical Specialists.
- Contribute to fundraising efforts, proposal development and revisions, aligned with donors’ priorities and needs analysis.
- Lead the planning and implementation of needs assessments including new areas of operation.
- Oversee the program portfolio, identify gaps and priorities for new funding opportunities.
Job responsibility #2: Provide effective leadership, Program Management and Implementation of activities
- Oversee the implementation of projects, including progress towards targets and spending against budgets, in coordination with all project managers, ensuring quality implementation of projects taking into consideration appropriate response modalities and the needs of the most vulnerable.
- Coordinate new emergency responses at Area office level and lead the existing efforts
- Line management to the senior program team, including MEAL officer ensuring adherence to CARE policies and procedures, diversity, equity and inclusion.
- Responsible for ensuring program integration program, coordination and technical quality in Area office
- Ensure capacity building of all technical and program staff.
Job responsibility #3: Monitoring and Evaluation, Reporting and Partner Engagement.
- Lead the support to partners by boosting their institutional capacity development, and by ensuring partners implement in accordance with CARE policies and procedures as well as relevant donor rules & regulations.
- Conduct regular reviews with the M&E unit to produce periodic progress reports of progress against indicators, lessons learned, and challenges encountered, to ensure the achievement of performance targets and adherence to technical standards, best practices and donor guidelines.
- Ensure compliance with contractual commitments and extracting and implementing key learnings from project implementation.
Job responsibility #4: Coordination, Representation and Networking:
- Representation in sectorial coordination, clusters and/or working groups.
- Coordinate with relevant Support functions (Logistics, Finance, HR) to ensure timely, compliant and high-quality project planning, implementation and monitoring
- Build and maintain relationships with partners, civil society organizations, PNGOs, local authorities, and other stakeholders.
- Promote collaboration and coordination between departments and teams to achieve area objectives.
- Serve as the Acting Area Manager during the absence of the current Area Manager.

Job Profile Requirements
Required experience & technical skills
- Experience working at program management level for a minimum of 1 year
- Experience of representation with external stakeholders
- Strong language skills in English and Arabic.
- Strong computer skills, including Microsoft Office is a must.
- Local knowledge of context is a must.
- Committed to humanitarian principles and emergency response work.
- Previous experience working in a humanitarian / recovery context.
- Previous experience working in complex and volatile contexts
- Ability to represent CARE with the highest standard is a must
Desired
- Knowledge of SPHERE, Do No Harm, humanitarian Principles and other humanitarian standards is highly desired.
- Technical competencies in one or more of CARE sectors of intervention preferred
