About the Position

NORC is seeking a Deputy Chief of Party (DCOP) to support  the provision of monitoring and evaluation (M&E) services and learning for the USAID WBG Mission. USAID’s WBG programming is managed through three development objectives that include: Governance and Civic Engagement; Economic Growth and Infrastructure; and Human Capital and Social Impact. The effort would support a utilization‐driven, comprehensive performance measurement, planning, performance monitoring and evaluation (PM&E) system, and provide technical guidance to USAID WBG and its implementing partners (IPs) to enable USAID WBG to fulfill its performance monitoring, evaluation, reporting, and information-sharing obligations as mandated in USAID’s Automated Directives System and other USAID guidance.

We are seeking someone who will work full-time over a 5-year period and can be based in West Bank / Gaza. The DCOP should have excellent leadership skills, strong writing and communication ability, experience with engaging with donors and implementers, as well as familiarity with one or more of the following sectors: health, water and road infrastructure, economic growth, rule of law and justice, local governance, humanitarian assistance, community development, rule of law, conflict mitigation, education, and youth development.

Responsibilities

The DCOP will provide support to the Chief of Party (COP) in managing all monitoring and evaluation technical work conducted throughout the life of the activity. Ensures smooth operations including financial management oversight, planning, and monitoring. She / he will oversees sub-contracting organizations adhere to terms of subcontracts and oversees all administrative, procurement, logistics, travel, and protocol systems. She / he will also develop and monitor internal systems and procedures ensuring efficient and proper use of resources.

Responsibilities include day to day project implementation, including management of all financial and administrative aspects of the project, including procurement, sub-contracts, accounting, IT, logistics, human resources, transportation and administration.  Other responsibilities include the ability to:

-Supervise a team of local finance and administrative professionals; provide capacity building and mentoring when necessary;
-Support evaluation and performance monitoring activities;
-Assist with quarterly and annual reporting for the entire team;
-Maintain timely and accurate financial information;
-Work closely with sub-contracting organizations;
-Develop and monitor internal systems and procedures ensuring efficient and proper use of resources; and
-Serve as the Acting Chief of Party in the absence of the COP.

Requirements

The DCOP must have the following qualifications and experience:

-An advanced or graduate degree in management, public administration, organizational development, international development, or a related field;
-At least eight (8) years of experience in public or private sector management, administration, planning and/or international development, or a related field;
-At least five (5) years of supervisory and organizational management experience in a multi-cultural setting;
- Experience working with donors and implementing partners;
-The ability to work in complex, fluid, and fragile environments.
-Demonstrated experience successfully managing multi-faceted activities of similar size and scope;
-Experience working in the Middle East desirable; and
-Experience in West Bank / Gaza highly preferred.
-Arabic and English fluency preferred.
