Deputy Chief of Party
LOCATION: Ramallah, West Bank, with travel throughout West Bank/Gaza
DURATION: 3 Years
SUMMARY: Relief International (RI) is currently recruiting Deputy Chief of Party (DCOP) candidates for an anticipated multi-year, USAID-funded Civic Participation Program in West Bank/Gaza. The program will reinvigorate civic participation in the Palestinian Authority (PA) decision-making process, in the monitoring and oversight of government institutions, and in the broader public sector discourse in order to ensure a more vibrant and robust democratic dialogue between the government and the citizens of the future Palestinian state. The DCOP will work closely with the COP in overseeing program operations.
The incumbent will also be responsible for the technical direction and oversight of the civic participation grants component of the program. S/he will be expected to interact regularly with project and Mission staff, as well as with civil society partners and all stakeholders to the program.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
-Support the COP in technical oversight and direction of the program
-Support the COP in the overall development and oversight of program work plans (interim and annual) and budgets based on expected program outputs and results.
-Liaise and consult with USAID; develop and manage partnerships with international organizations, local ministries and municipalities, and civil society organizations.
-Ensure sound administrative practices with regards to record keeping, compliance with USAID regulations, communications, etc.
-Ensure regular communication between West Bank/Gaza Office (Field Office) and HQ; this will include submitting required program reports in an agreed upon format.
-Support COP in recruitment of national staff and ensuring that all internal administrative and HR policies and procedures are followed in accordance with established RI and USAID standard practices.
-Supervise and provide support to local and international consultants and staff hired to assist and work on the program.
-Travel within West Bank/Gaza to ensure the performance and implementation of the program.
-Coordinate activities internally with other RI programs in West Bank/Gaza.
QUALIFICATIONS:
-A Master’s degree in social sciences, community development, communications, business, international development, and/or other related field.
-At least ten (10) years of experience in the above-mentioned or related fields. Solid experience working in engagement of civil society actors in the WBG, capacity development, training, community organizing, policy advocacy, or other relevant fields is required. References for the last seven years of work experience are also required and will be verified.
-The DCOP must be able to demonstrate experience managing staff and projects in the area of civil society development.
-Knowledge of the Middle East Region.
-References for the last three years of work experience are required and will be verified.
-English and Arabic language proficiency.
