POSITION SUMMARY

IREX seeks qualified Deputy Chief of Party/Activity Manager candidates for an anticipated USAID program designed to enhance the quality and relevance of higher education in the West Bank. The program will focus on integrating global competencies and 21st century skills in university and technical college curriculum for selected fields of study. The Deputy Chief of Party/Activity Manager will support all programmatic aspects, ensuring that objectives are met on time and within budget.

This position is contingent on funding.

DUTIES AND RESPONSIBILITIES

In coordination with the Chief of Party, provide vision and strategic guidance to the project;
Develop and monitor work plans for staff to ensure deliverables are being met and support staff to adhere to plans and deadlines;
Build and manage effective relationships with partners (international, national, and local) and other stakeholders;
Work closely with Chief of Party, senior managers, and program staff to ensure successful and on-time day-to-day management and seamless integration of project activities;
Maintain familiarity with cooperative agreement requirements and monitor compliance, deliverables, and deadlines;
Ensure compliance with USAID regulations, including Mission Order 21 and other requirements specific to the operating context, and IREX policies in coordination with Finance/Admin Manager;
Contribute to effective monitoring, evaluation, learning, and reporting of project activities; work with Chief of Party to ensure that reporting and outreach is focused on results and impact;
Work with Monitoring Evaluation and Learning team to contribute to program reports;
Represent IREX at external meetings and events and support IREX organizational development;
Serve as Acting Chief of Party in the Chief of Party’s absence, and;
Other duties as assigned that contribute to the overall success of the project.

Job Requirements

SKILLS AND EXPERIENCE

Bachelor’s degree in Education, Social Sciences, or a related field of study required; Master’s degree preferred;
At least 7 years of progressive international experience in general or higher education, youth and skills development or related fields, with experience working in the MENA region and the Palestinian context;
Demonstrated experience carrying out or supporting efforts to design curriculum that integrates global competencies and 21stcentury skills as well as experience identifying labor market needs and integrating into curriculum preferred;
Previous experience managing donor-funded programs is required; experience with USAID-funding and U.S. government-funded educational programming is preferred,
Substantial experience with financial and grants management for program implementation;
Demonstrated ability to lead and develop staff, prepare and manage workplans, and plan strategically and creatively to meet specified objectives;
Demonstrated ability to work effectively with local organizations and partners to support capacity-building and achieve donor program outcomes;
Familiarity with key government stakeholders; higher education faculty and administrators; civil society, private sector leaders; international donors; and other stakeholders and an understanding of the dynamics and relationships among them;
Excellent ability to communicate effectively on the technical aspects of implementation with a wide variety of stakeholders;
Must possess the technical, managerial and communication skills to assume all related responsibilities of the Chief of Party position on a full-time basis if needed;
Experience with donor-funded project monitoring and evaluation plans, reporting, communications, and outreach;
Strong organizational skills including ability to prioritize and multi-task; and
Fluent English and Arabic language skills.
