PROJECT BACKGROUND
USAID/West Bank and Gaza (WBG) Accountable Local Governance (ALG) Activity is a four-year, four months project that aims to improve the delivery of essential public services and to promote inclusive and accountable governance. The Activity interventions will improve service delivery, enhance the effectiveness of municipal operations, strengthen local government unit (LGU) fiscal management, and build resilience to shocks and stressors. The Activity will strengthen municipal responsiveness to citizens’ priorities and concerns, enhance civic engagement in local governance with a focus on under-represented and marginalized groups, and help connect LGUs, civil society, and other institutions to improve service delivery and enhance accountable governance.
POSITION PURPOSE
The DCOP/ Policy, Research, and Learning Team Leader will oversee two technical sub-teams aligned with Objective 1 (Service Delivery and Municipal Operations) and Objective 2 (Accountability and Transparency) and will directly lead Objective 3 (Policy, Research and Learning). This Core Technical Team will provide the framework for implementation of ALG’s vision as well as develop a research and learning agenda to ensure the sustainability and adaptability of project results. They will lead the design of Assistance Packages (APs) for partner LGUs and support the Regional Cluster LGU Engagement Teams in implementing them. Core Technical Team members will travel regularly to all LGUs and provide direct technical expertise as needed.

KEY DUTIES & RESPONSIBILITIES
- Provide supervision, technical direction, and leadership to O1, O2, and Regional Teams to ensure coordination and smooth implementation/achievement of outcomes.
- Provide senior oversight for technical activities, ensuring appropriate design, collaboration, implementation, active M&E, and timely closing.
- Lead O3 by supporting municipal learning networks, intergovernmental coordination, advocacy initiatives, and LGU by laws for citizen priorities for service delivery.
- Maintain productive relationships with LGUs, private sector entities, CSOs, MDLF, APLA, and relevant stakeholders.
- Assist in identifying issues and risks related to program implementation and suggest appropriate adjustments.
- Liaise with program stakeholders and represent ALG at meetings as requested by USAID.
- Serve as Acting COP in the absence of the COP.
QUALIFICATIONS
- Master’s degree and 10 years’ experience managing donor-funded good governance programs of similar scope and complexity, in WB&G or MENA required.
- Demonstrated experience working with local government and civil society stakeholders.
- Relevant experience supervising technical staff on donor-funded projects, preferably USAID.
- Knowledge of public sector reform, local governance, and capacity building, preferred.
- Experience with MEL that leads to adapted approaches to program implementation.
- Fluent English and Arabic (both oral and written) required.
RRPORTING
The position of the Deputy Chief of Party will report to the Chief of Party.
