Deputy Field Coordinator– PU-AMI
National Staff Position
 
Première Urgence-Aide Médicale Internationale (PU-AMI) is a French non-governmental organization working in the occupied Palestinian territory since 2002, in both the West Bank and the Gaza Strip. PU-AMI is currently working in the areas of WASH, Protection, Agriculture and Economic recovery.

GENERAL POSITION SUMMARY
The Deputy Field Coordinator (DFCo) will be based on Ramallah or Qalqilya office and will be required to travel frequently to PU-AMI main areas of intervention which currently include the districts of Qalqilya, Nablus, Salfit and Tulkarem. The DFCo will report directly to the West Bank Field Coordinator in close cooperation with the operations team. The DFCo will support the implementation process of the one-year Protection/Livelihood project and the three-year long women’s economic empowerment project.

MAIN TASKS
Under the overall direction of the West Bank Field Coordinator, the key role of the DFCo is to review, monitor and coordinate the project activities according to strict deadlines. The DFCo will also define the project’s objectives and oversee quality control throughout its life cycle. The DFCo will be responsible for,
but not limited to the following duties and responsibilities:

1)Project Monitoring, Coordination and Reporting (40 % of the time):
-Support the PU-AMI West Bank Field coordinator by providing assistance to the team and partners in all aspects of project cycle management – design, implementation, Monitoring, Evaluation and Learning - using PU-AMI Best Practices;
-Monitor and coordinate the implementation of the different components of the PUAMI’s Livelihood Program in West Bank, which includes protection, CFW and women economic empowerment activities;
-Provide inputs for periodic performance reports;
-Assist in the implementation of the action plan, review achievements and constraints andprovide feedback accordingly;
-Actively participate inperiodically assessment if and when needed;
-Assist the West Bank Field Coordinator in preparinginception plans (kick-off phase), work plans (Gantt Chart) and regular donor progress reports forthe project;
-Define potential bridges with other technical sectors (Protection, CFW/Food Security, WASH, Health, Education, Protection) and cross cutting issues such as, mainly,protection, gender and environment;
-Identify and manage project dependencies and critical path. Based on this analysis, defining, following up and updating the implementation plan (Gantt Chart and follow up tools);
-Contribute to the development of PU-AMI’s expertise in Economic Recovery Projects: developing institutional knowledge capacities, writing specific reports/notes about proposal of improvement, defining any technical survey, opinion polls and/or impact survey;
-Represent the project in absence of the West Bank Field Coordinator;
-Perform other related duties asrequire;


2)Partner Management & Capacity Building (60% of the time)
 
Ensure that PU-AMI’s implementing partners and associates are managing the women’s economic empowerment project according to agreements (MoU, ToR) and PU-AMI’s  procedures, through;
-Organize Grant Meetings with Partners for all agreements;
-Monitor achievement of agreed partners milestones through weekly/monthly planning meetings with using agreed work-plans;
-Make recommendations to improve qualitative performance of the implementing partners and monitoring implementation of these recommendations;
-Support development of proposals and reports (internal and Donor) ;
-Preparation of project documents’ drafts, work plans, budgets, proposals on implementation arrangements;
-Prepare and submit regular project management reports, and ensure the completion of all other required reports - including those that may be required of project personnel;
-Build partner capacity where necessary through providing directly, or organizing, training in relevant areas of weakness (financial, logistical, funding, project cycle management).
-Coordinate on the ground with implementing partners, communities and otheractors the projects to avoid any duplication and facilitatecooperation;
-Maintain, in collaboration with the West Bank Field Coordinator and the implementing partner, a technical overview of the planned activities and implementation of the project;
-Provide substantial input to the production of the handbooks, guidelines and information material as foreseen under this project;
 
 
REQUIRED QUALIFICATIONS AND EXPERIENCE:
-Advanced university degree in political science, social science, management, processes re-engineering or in a related discipline
-  Minimum of 2-3 years of experience ofsocial/community work, especially involving vulnerable population in the WestBank
-Experience in project cycle management and capacity building;
-Commitment to the integration of gender and diversity in all aspects of PU-AMI work;
-Good assessment, analytical, monitoring and evaluating and planning skills and project management skills to enable program delivery;
-Excellent verbal and written communications skills and the ability to relate to people from all backgrounds;
-Excellent written and spoken English and Arabic;
-Ability to work with diplomacy, tact and sensitivity and experience in working within different cultural contexts requiring cultural sensitivity;
-Well-developed interpersonal and team skills and proven ability to be flexible in demanding situations and ability to work under pressure and in response to changing needs;
-Excellent computer competency particularly in Excel and Word;
-Ability to communicate effectively with staff at all levels of the organization;
-Well organized, methodical, ability to set priorities and pay attention to detail.
