UNRWA is the largest United Nations programme in the Middle East. It provides education, health care, relief assistance and social services to Palestine refugees. Deputy Field Procurement & Logistics Officer

1. FUNCTIONS AND RESPONSIBILITIES:

In accordance with the Agency policy and procedures, the incumbent assists the FPLO in planning, organizing, staffing and controlling the Procurement and Logistics Department; supervises the regular activities of procurement, receipt, storage, issue and distribution of supplies and equipment by the Field including; provision of adequate budget for the purchase of catalogue supplies required in the Field; ensuring compliance with established tendering and quotation procedures for the supply of goods and services; conducting quality control on supplies and materials received; facilitating the receipt of supplies by land, sea and air through liaison with customs, port, shipping and government authorities and the processing of customs, tax exemption, insurance, clearing and forwarding documentation and in warehousing and delivery of supplies, as planned; carrying out local market research and procuring local supplies; supervising the sale of surplus, obsolete or unserviceable equipment; supervising the operation in stock control and warehousing functions; supervises the operation and maintenance of the transport fleet and related machinery and equipment by: Ensuring compliance with relevant Motor Transport Technical and other related instructions; ensuring that vehicle maintenance schedules are established and adhered to ensuring that relevant statistical data is complete and correct; carries out periodic reviews and preliminary market surveys on all major service contracts for fresh food, portage services, transportation services disposal of empty containers, etc. and collecting  Relevant data for review of contract proposals; co-ordinates with and provides technical advise and assistance on procurement and logistics matters to other Departments and installations in the Field; acts for the PFLO during the latter’s absence; performs such other duties as may be assigned.
2. MINIMUM QUALIFICATIONS
(A) Academic and professional qualifications
University degree in Business Administration or related field and additional coursework or training in procurement and logistics
management.
(B) Experience
Seven years experience in work related to the administration and operation of procurement and logistics, including three years of related experience at senior level, involving supply planning, warehousing, stock accounting, data processing, personnel management and transport fleet responsibilities.
(C) Language Excellent command of written & spoken English and Arabic.
(D) Competencies
knowledge and ability to use a variety of computer software, e.g, Word, Power Point, Excel and internet
3. DESIRABLE QUALIFICATION
Requires good standing and reputation with the business community and to conversant with the laws, regulations and practice of The country of operations fundamental to facilitating the Agency interests in the procurement and logistics activities; knowledge & experience with computerized procurement systems; knowledge of applicable international transport and shipping laws practices and regulations; experience in accountancy; M.A degree in business or related subject.
4. CONDITIONS OF SERVICE :
UNRWA offers an attractive compensation package including gross monthly salary starting at JD 965.5 (net tax free) plus 25% as Special Post Occupation Allowance plus a Jerusalem Allowance of NIS 510 as Jerusalem Allowance; the Agency also contributes 15% of basic salary as the Agency’s share of Provident Fund. Other fringe benefits may include dependency allowance for married staff, annual leave, provident fund, health insurance. Initial contract is for 3 years; the first year is considered as probationary period, and the contract is extendable for further periods depending on the performance of the incumbent.
